The Air District is currently accepting applications for the position of Senior Advanced Projects Advisor in the Executive Office. This is open recruitment for one (1) full-time, represented position.

About you in the position
As the Senior Advanced Projects Advisor, you will be the cornerstone in coordinating all AB 617 work across the district, serving as the lead in orchestrating and implementing strategic planning for all divisions under the Deputy Executive Officer of Equity and Community Programs. Your role will be crucial in advancing environmental justice initiatives and ensuring equitable outcomes for communities disproportionately affected by air pollution. With your comprehensive understanding of air quality improvement programs and regulatory frameworks, you'll spearhead internal AB 617 engagement efforts. This includes communicating complex information about incentive programs and mobile sources, facilitating community meetings, and guiding discussions on emission reduction strategies. You'll be responsible for coordinating the implementation of the Air District's strategic plan for all divisions under the Deputy Executive Officer of Equity and Community Programs. Your expertise will be instrumental in preparing reports and presenting to the Board of Directors and stakeholders. Your strategic vision and leadership will empower our team to make informed decisions that benefit communities, meet regulatory requirements, and advance our mission of clean air and climate protection for all Bay Area residents.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California's cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and the Richmond-North Richmond-San Pablo area were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans and, on the implementation of community-identified strategies.

DEFINITION
Under direction, provides lead direction and performs the more complex specialized technical and administrative projects and studies; serves as the District's liaison with other agencies; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the management level in this specialized class. Incumbents provide lead direction and perform the more difficult and complex technical and administrative work in a variety of areas for the District. Incumbents perform project-oriented assignments requiring considerable professional knowledge and significant independent action and judgement. Incumbents may represent the District in strategic situations and speak with the authority of the District. Supervision of others may be assigned to this classification for special projects for a limited duration.

Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the division.

Conducts the more complex and specialized studies involving technical, administrative and policy matters, often of a confidential nature; prepares and presents reports of findings; develops policies and recommendations.

Provides lead direction, training and work review to professional, technical and support staff; resolves technical questions relating to the work.


Develops and presents technical and policy issues and recommendations to the District Board and executive management.

Represents the District with industry, the public, and other agencies on air quality engineering and related matters.

Assists in the preparation of the Division's budget.

Selects personnel and provides for their training and professional development.

Tracks, reviews and analyzes current and proposed policies, regulations and legislation; notifies the District of significant activities and implications.

Minimum Qualifications

Education and Experience:

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four year college or university with major coursework in environmental studies, engineering, business or public administration or a closely related field and three years of lead or supervisory experience in air quality management.

Desirable qualifications/skills
  • Excellent communication and presentation skills, with the ability to adapt to the audience.
  • Professionalism and good judgment in representing an agency/company with external stakeholders including the public, businesses, and other agencies.
  • Training or experience working with and for the public and community groups to advance equity and environmental justice.
  • Competency in managing time and responsibilities with little oversight and working efficiently.
  • Reading and interpreting laws, policies, procedures, regulations, guidelines, maps, specifications, and other data.
