The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreational and Parks Association Gold Medal Award Winner is seeking a Construction Project Manager in its Park Development Division,to lead Montgomery Parks in building and renovating quality park and recreational facilities while protecting resources in the Montgomery County Park System. This is an exciting time to join the Department, which serves a diverse population of more than one million residents in Montgomery County, Maryland, and manages 421 parks on more than 37,000 acres of parkland with a career staff of approximately 830 employees. The role and impact of parks have expanded considerably over the last few years, especially during and as a result of the pandemic. This position will be key in managing priorities around the maintenance and growth of one of the largest local park systems in the country.

The Department has an annual operating budget of over $130 million and a six-year Capital Improvement Program (CIP) of over $235 million.

What the job will involve:

Under direction, this position concurrently manages the construction of park and recreation facilities for multiple projects in various stages of completion. This position works across the continuum of design and construction activities and applies a knowledge of architecture, engineering, landscape architecture, and construction management with a good working knowledge of related fields to ensure the delivery of timely and well-constructed projects that provide quality recreation facilities and protects natural resources.

  • Manages capital and major maintenance projects that are large, technically complex, politically sensitive or highly visible,
  • Conducts constructability review, participates in detailed design process, and supports contract document and bidding process,
  • Performs full range of professional construction management work including submittal review, schedule management, and inspector oversight,
  • Ensures effective timely project delivery, cost controls, and transitions into operations,
  • Demonstrates understanding of ADA, SWM, and other regulatory requirements.
  • Applies a comprehensive knowledge of Park construction and related fields.
  • Independently performs various types of analyses and solves problems, including interactions with technical and non-technical staff.
  • Works with people inside and outside the organization to inform, coordinate, instruct, guide, advise and achieve desired actions.
  • Works with Parks' Electronic Asset Management (EAM) system to incorporate new and modified assets.

Preferred Qualifications
  • Eight (8) years of progressively responsible experience that includes substantive work in project construction management.
  • Direct experience in both building development and park related site projects including new construction and renovation.
  • Strong attention to detail and communication skills.
  • Strong computer skills in GIS, databases, AutoCAD, and other graphic software relevant to construction project management.
  • Exceptional organizational and interpersonal skills.
  • Storm Water Management Green Card Certificated or able to acquire the Green Card Certificated within six months.

Minimum Qualifications

  • A Bachelor's Degree in Architecture, Landscape Architecture, Engineering, Construction Management or any related field.
  • Four years of progressively responsible designer and/or construction experience that includes substantive work in the range of duties and responsibilities in this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 8 years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.

    The position requires a combination of field and office work and includes exposure to inclement weather and outdoor hazards. Also, the incumbent may experience high volume of work and tight deadlines.

    Eligibility
    You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

    Retirement Programs
    • Defined Benefit Plan (Mandatory Participation) - Plan E excludes FOP members.

    Plan C: 9.5%*of base salary (FOP members only)
