Duties
DUTIES AND RESPONSIBILITIES: Duties include day to day direct support of the Unit Chief and provide guidance to Unit staff with the oversight, management, assessment, development, implementation and evaluation of six programs and other priority initiatives. Lead major health IT priorities to include the modernization of the IHSC Electronic Health Record. Provide recommendations for planning, budgeting and providing technical oversight on contracts; formulate and execute short- and long-range plans for optimum utilization of personnel and resources. Ensure compliance with program regulations and best practices, maintain records per program policy, chair meetings, coordinate and/or managing programs within immediate organizational component, communicate and collaborate with and/or advising internal and external stakeholders, and carry out processes within the unit. Provide recommendations and input on the HITU strategic direction to improve and enhance information management and information technology processes, policy, and operational efficiency. Develop, update and execute policies, procedures, guidelines, and standards to support a sound IHSC health care system. Direct, coordinate and plan budget, resources, and operational enhancement to programs that support information management. Supervise and manage a multidisciplinary project management team for IHSC priority initiatives and special projects. Develop and/or brief presentations to senior leadership (Assistant Director/SES, Chief of Staff and Deputy Assistant Directors) and Unit Chiefs on activities with nationwide impact. Monitor program activities, ensuring policy consistency, program effectiveness, quality project management and responsiveness to the requirements identified by IHSC users in the development, testing, integration, implementation, evaluation, operation, and maintenance of information management systems. Provide input and support development of strategic plans to ensure a sound integrated information and data architecture and promotes effective system design and operations of information systems. Responsible for efficient information sharing among internal staff and external IHSC customers. Advises on the information systems needed to develop requisite architecture to promote the exchange and accessibility of information. Align activities with the Agency's acquisition and budget processes. Conduct market research on emerging solutions and identify opportunities to apply innovative solutions to improve the efficiency of IHSC programs and processes. Work collaboratively with IHSC Unit Programs in developing and managing ongoing collection and analysis of data for ongoing development and refinement of programs. Promote and stimulate thought on the innovative uses of technology and the exploration of new and promising technologies and methodologies to provide improved delivery of products and services and to foster solutions that enhance organizational and enterprise performance. As applicable, participate as a primary or alternate voting member, chair or co-chair, advisor or reviewer on IHSC, Agency, and Department change management boards, selection committees and/or workgroups. - Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.
Qualifications
PHYSICAL DEMANDS: Sitting and/or standing for extended periods of time (6-8 Hours). Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Minimum a Masters in a health care related field. Minimum 5 years of supervisory or team lead experience. COR, FAC-P/PM, and/or PMP certifications preferred. Knowledge/experience with federal government contracts. Knowledge/experience with project or program management. Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and the privacy of protected patient information. Knowledge of program policies and guidelines, and operating procedures relating to information systems. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency. Knowledge of organizations and responsibilities of all levels of government operations for medical information communication. Ability to provide input for responses to congressional inquiries and to effectively communicate. Ability to understand regulations and standards as it pertains to Occupational Safety and Health Administration (OSHA), American Correctional Association (ACA), National Commission Correctional Health Care (NCCHC), Joint Commission, Food and Drug Administration (FDA), and/or other regulating agencies in the developing, storing and communication of medical information. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements. High degree of initiative, and follow-through on a wide range of sensitive, complex, and program issues.

Incumbent serves as the Deputy Chief for HITU, a national IHSC program affecting all IHSC staff. The primary function of the Unit is to oversee information management and information technology systems and services for IHSC.
In Fiscal Year (FY) 2023, the ICE Health Service Corps (IHSC) administered and managed a health care system that provided direct care to over 131,000 detainees housed at 19 designated facilities throughout the nation, to include medical, dental, mental health care, and public health services. Oversaw health care for over 191,850 detainees housed in 128 non-IHSC-staffed facilities, totaling over 45,000 beds. In FY 2021, there were a total of 205,242 individuals in ICE custody, with an average length of stay of 37 days. IHSC also directly supports ICE field office directors on medical issues within their area of responsibility. IHSC executed a budget that approached $316M in FY 2021.
SUPERVISORY CONTROLS: The incumbent reports to the Unit Chief. Assignments are usually of a long-term, recurring or broadly defined nature. In alignment with the priorities of the unit, the Officer plans and organizes own work, determines the sequence of assignments, selects and develops methods, and seeks assistance from experts only rarely. The officer analyzes results and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
