Civil Rights Cadre Focus Overview


The Office of Civil Rights - Civil Rights (CVR) Cadre is the principal office responsible for compliance and enforcement in connection with FEMA’s Civil Rights obligations under Sections 308 and 309 of the Stafford Act, Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, E.O. 13166 "Improving Access to Services for Persons with Limited English Proficiency", and E.O. 12898, “Environmental Justice”. The CVR Cadre leads FEMA's efforts to protect the civil rights of disaster survivors, which includes ensuring equal access to FEMA programs, services, and benefits.


Responsibility


In this position, the incumbent will be responsible for providing overall support and serve as a specialist to the Civil Rights Team members deployed to the field. You will perform Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) site inspections in accordance with applicable accessibility standards on facilities intended for federal use. This position reports to the Civil Rights Lead Advisor (CRLD).

Essential Job Duties


Responsible for making recommendation on programs, services, and activities having direct or indirect impact on the posture of FEMA and its Civil Rights mission.Perform site inspection work overseeing a variety of ADA and ABA activities from inception to completion.Evaluate and report on civil rights enforcement concerns, draft related reports, correspondences, and other written materials.Attend DRC Coordination meetings, provide input and address compliance issues.Assist in researching and/or locating reference information for Site Inspection Reports, DRC Soft Opening Reports, and DRC Follow-Up Visit Reports.Maintain and update the electronic filing system.Serve as support for the deployed Civil Rights Team.Perform other duties as assigned.


Qualifications for this Position


 You must be a U.S. citizen to be considered for this position.
 You must successfully pass a background investigation.
 Travel will be required.
 You must be able to obtain and maintain a Government credit card.
 Selective service registration is required for males born after 12/31/59
