Duties

DUTIES AND RESPONSIBILITIES:

The primary purpose of the Health Policy Administrator is to ensure all IHSC policies and other official guidance follow the PBNDS and ACA and NCCHC standards.

The duties of the position may include, but are not limited to, the following:
  • Develop and maintain an organizational system for IHSC national policy documents, including annual review, review of proposed changes, implementation of revisions and updates, and national dissemination and distribution of national policy documents.
  • Coordinate with IHSC unit chiefs or designees to ensure all revised policies, new policies, and other official guidance are published and disseminated for all IHSC staff.
  • Review draft policies developed or revised by the assigned subject matter expert to ensure compliance with PBNDS, ACA, NCCHC, and other appropriate DHS/ICE/federal policies or laws.
  • Ensure policies are vetted through several levels of review to include unit chiefs, senior leadership (DADs and chief of staff), Office of the Principal Legal Advisor (OPLA), ICE Office of Regulatory Affairs and Policy (ORAP) and the Privacy and Records Office (PRO).
  • Monitor new ICE or DHS policies and memos and new federal regulations that pertain to detainees to determine if current policies need review.
  • Assist in the coordination and management of policy cross-functional teams and/or committees.
  • Provide training and ongoing guidance to appointed IHSC Policy Coordination group members.
  • Attend policy-related DHS, ICE, ERO, and IHSC trainings.
  • Maintains clinical professional skills via continuing education opportunities and fulfills the obligations of their licensing and/or certifying body, when applicable, to maintain current clinical status. This position may be required to perform clinical activities within the scope of clinical license in times of critical needs within the agency.

    PHYSICAL DEMANDS:
  • Sitting and/or standing for extended periods of time (6-8 hours).

  • Education

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Strong project management skills and abilities and minimum of two years of professional experience working in policy development and management.
  • Experience in national program development and implementation.
  • Excellent written and oral communication skills.
  • Ability to work effectively under the pressure of tight timeframes and rigid deadlines.
  • Flexibility to work independently, as well as in a team-centered environment.
  • Interpersonal and administrative skills sufficient to interact in a professional setting and collaborate effectively with IHSC, ERO, ICE, and DHS offices, as well as all levels of management.
  • Proficient knowledge or able to obtain knowledge of ACA, NCCHC, and PBNDS standards.
  • Knowledge, skills, and ability to locate, read, and understand complex health care records/reports.
  • Knowledge, skills, and ability to research and query information related to organizational policies and procedures, health care standards, detention standards and health care regulations.
  • Knowledge, skills, and ability to analyze complex issues related to standards of health care in a detention environment.
  • Knowledge and proficiency in MS Office Applications, specifically Microsoft Word, Excel, Outlook, and SharePoint.

    The incumbent serves within the IHSC Policy Program as a Health Policy Administrator and reports directly to the Senior Health Policy Administrator. The primary purpose of the Health Policy Administrator is to ensure all IHSC policies and other official guidance follow the Performance Based National Detention Standards (PBNDS), American Correctional Association (ACA), and the National Commission on Correctional Health Care (NCCHC) standards. Under the direction of the Senior Health Policy Administrator, the Health Policy Administrator organizes and utilizes the input and expertise of an established IHSC National Policy Committee with representation from all IHSC divisions and the Office of the Chief of Staff. The incumbent works collaboratively with other ICE entities to ensure compliance.

    In FY 2022, IHSC administered and managed the health care system that provided direct care to more than 118,000 noncitizens housed at 19 IHSC-staffed facilities across the nation. The health care provided included medical, dental, mental health care, as well as public health and disease prevention programs. IHSC also oversaw compliance with ICE detention standards related to health care for more than 120,500 detained noncitizens housed in 163 non-IHSC-staffed facilities, totaling more than 41,500 beds. ICE executed a budget totaling $324 million on detained noncitizen health care in FY 2022, which includes the cost of operating the detention health system administered by IHSC and the cost of detention contracted facilities.

    SUPERVISORY CONTROLS:
    The incumbent reports to the Senior Health Policy Administrator.

    Assignments are made by the supervisor but may originate out of the activities of the officer who consults the supervisor prior to final acceptance of projects to be undertaken. The officer plans and carries out projects, coordinating the work of the policy analysts where appropriate. Work is reviewed by the supervisor for responsiveness and conformance with agency policy.

    The officer uses judgment in interpreting guidelines such as laws, regulations, PHS policies, and agency policies to adapt work direction for application to specific cases. The officer works within the scope of the health policy administrator role, keeps the supervisor informed of the status on work projects, and consults with the supervisor on any significant problems encountered.
