Duties

As the Assistant Director (AD), Law Enforcement System and Analysis (LESA) you will be responsible for:
  • Strategizing and visioning of the development of IT systems and projects that will transform the Enforcement and Removal Operations (ERO) immigration line of business. Overseeing the data, information and analysis required.
  • Taking a leadership role in ensuring that ERO is well positioned and prepared to defend its mission and actions in the face of public scrutiny, adverse legal actions and congressional inquiries.
  • Overseeing the LESA Units that provide the information, evidence, analyses and justifications required to justly represent ERO's performance, operational efficiencies, compliance and alignment with immigration policy and procedures.
  • Managing constant change and ensuring alignment with overall ERO leadership's vision. This competency is critical as the IT management, modeling efforts, and statistical reporting present significant management challenges as these capabilities require long range decision making while remaining agile in nature. These challenges are compounded by the political influence, interagency collaboration and funding limitations of our business environment.
  • Effectively handle competing priorities with the capability to prioritize the demands of multiple initiatives from various internal and external stakeholders.
  • Coordinating with several lines of business across the law enforcement and immigration community, nationally. Considerations of how to meet the needs of ERO while factoring in the continuity, information sharing, and planning of holistic, comprehensive immigration life cycle initiatives is an ongoing challenge.
  • Accountable for the strategic planning, management, acquisition of a full range of IT systems and support, strategy and modeling for overall operational forecasting, and statistic reporting for ERO. Overseeing and managing cross-cutting initiatives and collaborate with departments throughout Immigration and Customs Enforcement (ICE) and Department of Homeland Security (DHS) to meet agency goals.
  • Communicating regularly with senior political personnel and senior leaders within government to stay apprised of any changes of mission and national security interests that would impact information sharing with ICE's partners. The AD coordinates his/her operations with the highest level of federal, state, and local governments.
  • Collaborating constantly with ERO Operational Unit Chiefs and senior leadership to facilitate the understanding of requirements and business needs. The AD is required to serve as a liaison with external agency stakeholders to ensure ERO requirements transcend to our immigration partners.
  • Providing direction and guidance to other law enforcement agencies in federal, state, and local governments, through various studies and analysis efforts, information sharing working groups, and as part of data sharing through IT system interfaces.
  • LESA is responsible for deliverables that are briefed to the highest levels of DHS and the government, and LESA also oversees systems critical for ERO's mission and for interface with other IT systems across federal government and other law enforcement entities.

Qualifications

1. BASIC QUALIFICATIONS

As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent.

This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees, developing policy, and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.

2. EXECUTIVE CORE QUALIFICATIONS (ECQs)

The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
  • ECQ 1: Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • ECQ 2: Leading People - This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • ECQ 3: Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • ECQ 4: Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.
  • ECQ 5: Building Coalitions -This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
The Fundamental Competencies are the attributes that serve as the foundation for each of the ECQs; they are cross-cutting and should be addressed over the complete ECQ narrative.

3. TECHNICAL QUALIFICATIONS (TQs)

Current or former SES members and CDP-certified applicants may omit the ECQs from their application package. However, all applicants must submit narrative responses for the TQs listed below.
  • TQ 1 - In-depth knowledge with managing overarching strategy and individual initiatives to support ICE operations and data management needs, related to information technology, statistical reporting and modeling, and strategic operational analysis services/capabilities.
  • TQ 2 - Demonstrated knowledge of and executive level leadership in executing federal immigration laws, rules, and regulations related to ERO operations, including the identification, arrest, detention, and removal of aliens who present a danger to national security or are a risk to public safety, as well as those who enter the U.S. illegally or otherwise undermine the integrity of U.S. immigration laws and border control efforts.

    When uploading your ECQs, it must be one document. Select the Supporting Document Type labeled "Executive Core Qualifications." Your ECQ narrative statements combined must not exceed 10 pages in length with 1-inch margins and a font no smaller than 12 points .
    • The ECQs carry the greatest weight in your selection and is the basis for SES certification. As a competitive applicant, you must submit a narrative statement for each ECQ describing work experiences no more than 10 years old that reflect proven, demonstrated success in meeting these qualifications. You must address each ECQ separately, with one or two examples per ECQ describing your experiences and accomplishments/results.
    • Your examples should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and the results of your actions.
    • ECQs measure demonstrated performance; education or training alone in a particular ECQ is not qualifying experience. References to training and education should be limited to those that specifically supplement your executive work experience.
    • Applications directing the reviewer to search within the application or to see the resume are considered incomplete and will not receive further consideration.
    • The more successful narratives are no more than two pages per ECQ, with one example/work experience discussed per page.     4. PROOF OF NON-COMPETITIVE ELIGIBILITY - Current and former SES members and graduates of an OPM-approved SES Candidate Development Program (CDP) who wish to be considered as non-competitive eligible, must provide proof of eligibility.
    • Current and former SES members should provide a copy of the Standard Form (SF) 50, Notification of Personnel Action, for the initial appointment to the SES. This personnel action is the only action that reflects that you previously competed and were certified by an OPM QRB.     • CDP graduates must provide a copy of the OPM QRB Criterion B certification. When uploading your QRB Certification, select the Supporting Document Type labeled "Other."
    • Individuals who were removed from the SES or did not complete the SES probationary period are not eligible for a non-competitive appointment.
