The Prince George's County Planning Department of The Maryland National-Capital Park and Planning Commission is seeking a qualified Development Review Coordinator (Planner IV) to join the team.

The Development Review Coordinator bridges the gap between development review and long-range planning. This position in the Community Planning Division (CPD) is responsible for ensuring that CPD planners accurately review all development-related applications, permits, and reviews according to the policies, strategies, and guidelines found in approved master, sector, and general plans for Prince George's County. This position coordinates the work of lower-level planners and a planning technician, and works closely with the Development Review Division, and other divisions of the Department.

The Department provides land use planning for the physical development of Prince George's County, Maryland, and the Division is responsible for developing and implementing community plans, neighborhood revitalization programs, and assisting with implementation programs.

As the second most populous county in Maryland, Prince George's has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a premier parks and recreation system.

Qualified applicants for this position will be self-starting and highly motivated and have attention to detail; they must be able to successfully navigate both current and long-range planning, mentor and guide junior staff, and be able to work both internally and externally to ensure adherence to approved plans and excellence in design. Strong internal and external customer service skills are a must have.

Salary is commensurate with education and experience.

Examples of Important Duties

The primary role for this position includes coordination and oversight of all development and permit review activities in the Community Planning Division. The individual hired for this position will primarily focus on the current planning aspects of the Division, implementing the recommendations of the general and master plans, which focus on long-range planning, through the review of and recommendations for development applications and permits. This individual will independently coordinate, direct, and review the work of planners in the Division, and also serve as a subject matter expert to CPD staff and senior management on land use planning and zoning, ordinances and regulations, master plans, urban design, and development applications.

Under direction:
  • Coordinates and oversees all development and permit review activities in the Community Planning Division.
  • Coordinates, reviews, and checks the work of staff to ensure timely responses and reports, accurate findings, and reasonable recommendations.
  • Reviews specialized referrals for major and special projects.
  • Develops policies and procedures to ensure an effectual development review process.
  • Develops and conducts training in development and permit review for lower-level planners.
  • Guides and assists staff in advocating and negotiating for better development projects in line with area plan recommendations.
  • Coordinates with internal and external stakeholders regarding development projects.
  • Assigns planning area responsibilities to lower-level planners.
  • Serves as backup planner for staff on rare occasions when there are unforeseen circumstances.
  • Conducts research, analysis, and writing and makes reasonable recommendations based on the same.
  • Conducts analysis of work program and provides recommendations and input to development of division budget and work program.
  • Provides performance feedback to supervisors of planning staff.
  • Provides excellent customer service.
WHAT YOU SHOULD BRING:

The ideal candidate will have:

  • Proven experience managing development and permit review activities and/or programs, with expertise in both long-range and current planning.
  • Excellent project management and coordination skills.
  • Experience in training employees.
  • Experience preparing and implementing standard operating procedures.
  • Excellent writing skills.
  • Excellent customer service skills.
  • Strong proficiency in Microsoft Office suite of products, including Word, Excel, Teams/Sharepoint, Outlook, and PowerPoint.
  • The ability to apply creativity and logic to problem solving, understand complex processes and procedures, prioritize workload, set and meet deadlines, and perform well independently.
  • The ability to cope effectively with change, be flexible, and shift gears comfortably.

Minimum Qualifications

  • Bachelor's Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  • Six (6) years of progressively responsible professional level planning experience that includes project consultation and coordination.
  • An equivalent combination of education and experience may be substituted, which together total ten (10) years.
  • Valid driver's license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.

    M-NCPPC offers a competitive salary range of $80,206 to $144,677 (salary is commensurate with education and experience) at the Planner IV level with excellent benefits including generous leave, extensive health coverage, deferred compensation plan, and employee pension plan.
