Duties

DUTIES AND RESPONSIBILITIES:
  • Incumbent serves as the IHSC behavioral health clinical authority for their assigned region by providing consultation, clinical management and clinical oversight of the following behavioral health providers: licensed clinical social workers and psychologists.
  • Serves as team leader supervisor of 11 to 40 individuals. Evaluates, as a reviewing official, work performance of behavioral health providers within their assigned region. Assess competence of behavioral health providers and provide clinical supervision to ensure that treatment is performed within local and national accreditation standards. Provides instruction related to services and exercises limited administrative control over team members. Identify developmental and training needs of employees, providing or arranging for needed development and training. Develop performance standards. Give advice, counsel, or instruction to employees on both work and administrative matters
  • As delegated by supervisory chain, incumbent carries out program functions and services for behavioral health services. Services include are not limited to the following: operations, performance of programs, policy, and mental health treatment standards. Incumbent utilizes federal regulations, agency policies, agency procedures, local accreditation standards, national accreditation standards and evidence-based treatment. Program functions require incumbent to communicate with individuals within the department and requires extensive and basic collaboration to meet program goals. The incumbent independently performs a variety of functions which include fact-finding, analyzing data, and resolving complex problems. Incumbent may serve as the primary contact for leading projects as assigned.
  • Maintains awareness of program operational issues. Briefs and advises supervisory chain on program activities. Communicates program activities to agency leadership and stakeholders. Communication may require different formats (e.g., reports, oral reports, support materials), reoccurring frequency, and multiple communications based on stakeholder (e.g., custody). As necessary, the incumbent represents the office at briefings and meetings; and, coordinates meetings and presentations.
  • Works in conjunction with HSA and local leadership in responding to CRCL findings within his/her region. Provides input regarding the mental health process review.
  • Facilitate a multidisciplinary approach to treatment within his/her region.
  • Attend bi-monthly BHU meetings.
  • Serves as the lead suicide prevention program coordinator within his/her region.
  • Identify challenges that impede provider productivity and offer solutions to Chief of Behavioral Health Unit.
  • Travel required up to 30% annually to all sites within the region and any other necessary travel directed by the Behavioral Health Unit chief. Travel required at least quarterly to HQ for training and education.
  • Provides consultation to medical, ICE, contract staff regarding issues that include, but are not limited to risk assessment for violence, housing recommendations for handling difficult, demanding, and mentally ill detainees.
  • Coordinates alongside HQ behavioral health consultants for continuity of care for placement in, or treatment of, detainees in appropriate settings as required by the conditions of release outlined by ICE.
  • Ensure procedures at assigned sites are in conjunction with IHSC/ICE policy and standards.
  • Approval authority for appropriate utilization of all regional behavioral health personnel response to temporary duty assignment (TDY) requests, OFRD activities, facility activations, and special mission staffing requests.
  • Provides lateral coverage for other Regional Behavioral Health Consultant when necessary, ensuring appropriate coverage for assigned region at all times.
  • Assist Chief BHU with investigation resolution development for personnel actions, issues at the lowest possible level in collaboration with RHSA.
  • Provides psychological assessment and evaluation of detainees during TDY support to field, when warranted.
  • Establishes and maintains liaison with other health services professionals and mental health organizations.
  • Performs other collateral duties as assigned.

  • PHYSICAL DEMANDS:
  • Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.

  • Required to perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more oneself).
  • Must be able to see, hear and smell with aids if necessary.
  • Must easily alternate between kneeling and standing.
  • Must be able to lift, push, or carry 30 pounds.
  • Must perform the duties of my job in a stressful and often austere environment without physical limitations.


  • Education

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
    A. Clinical Psychologists require successful completion of a PhD or PsyD in Clinical Psychology from an accredited graduate program. A graduate program in Clinical Psychology accredited by the American Psychological Association is preferred. Psychologists must hold a full, current, and unrestricted licensed by a State or Territory at the Doctoral level for psychologists. The Clinical Psychologist license must be maintained in a permanent, full, independent, and unrestricted status during the term of employment. This position requires clinical privileging by IHSC. At least 7 years post-licensure clinical experience required.

    B. Clinical Social Workers require successful completion of a Master's Degree in Social Work (MSW) from a graduate program in social work accredited by Council on Social Work Education (CSWE). Licensed Clinical Social Workers must hold a current, active, valid, and unrestricted clinical license to practice clinical social work independently, offered by a U.S. State, the District of Columbia, Commonwealth, territory, or jurisdiction is required. The clinical social worker license must be maintained in a permanent, full, independent, and unrestricted status during the term of employment. The clinical social worker license must be the highest clinical license of clinical social work designated by the licensing board where it was received. This position requires clinical privileging by IHSC. At least 7 years post-licensure clinical experience required..
  • Minimum of 3 years administrative experience in a supervisory capacity.
  • Social Worker - Knowledge of the clinical interventions and case management process commensurate with training and education at the MSW level.
  • Psychologist - Knowledge of specific functions of Psychology to include, but not limited to: Observation, Description, Testing, Evaluation, Interpretation, Diagnosis and Treatment.
  • Knowledge of the indications and contraindications, complications and techniques in the various psychiatric treatment and diagnostic modalities.
  • Proficient in Microsoft Office applications.
  • Flexible and able to adapt to sudden changes in schedules and work requirements.
  • Knowledge of program policies and guidelines, and operating procedures relating to behavioral healthcare in detention or correctional systems.
  • Clinical Supervision experience in detention or correctional settings - preferred.
  • Minimum of two years of direct clinical experience in a detention or correctional facility.
  • Proven mastery of managerial and clinical practices, to include expertise in routine management of responsibilities.
  • Credentialed and privileged with a current, permanent, full and unrestricted license to practice psychology or social work in any state jurisdiction.
  • High degree of independence, initiative, and follow-through on a wide range of sensitive, complex and program issues.
  • Proven ability to respond 24/7 to staff for consultation.


  • Additional information

    As the regional behavioral health consultant, the incumbent is responsible for providing clinical supervision, case management oversight, consultation, and mentoring to behavioral health providers within his/her region. The incumbent contributes to the development of national mental health policies, objectives and strategies to ensure the most efficient and cost-effective workforce, thereby ensuring the delivery of quality behavioral health care to detainees in ICE custody.

    IHSC has a multi-sector, multidisciplinary workforce of more than 1100 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 21 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

The incumbent plans and organizes his/her own work, determines the sequence of assignments, selects and develops methods, and seeks assistance from experts only rarely. Assignments are usually long-term, recurring, or broadly defined. Work is reviewed for feasibility, compatibility with other work, and effectiveness in meeting requirements or expected results.
