Job Description Summary: The Chief Human Resources Officer (CHRO), is responsible for overseeing and leading the Office of Human Resources (OHR) which is responsible for recruiting, engaging, and retaining diverse and high performing staff. In addition, the CHRO leads, develops, implements, and oversees goals, policies, programs, and practices encompassing compensation and benefits, staff development, staff engagement, and retention of employees of the National Academies. The selected executive will serve as a member of the Academies' senior leadership team while leading and directing the management and administration of strategic, financial, and functional unit activities of the Office of Human Resources (OHR), and provide leadership to the Senior Director, Facilities Management and Administrative Services. S/he will lead the OHR Management Team, weighing the impact of team decisions on each functional unit of the Office of Human Resources. Diligently, s/he will ensure the National Academies' compliance with local, state, and federal legislation related to human resources, and ensure quality customer service is delivered to the National Academies' workforce. Additional duties in the CHRO's span of control include ensuring integrity of the National Academies' human resource strategies and objectives, and all human resource responsibilities in addition to championing ongoing business and human resource process re-engineering and improvements. The CHRO is responsible for the effective planning, direction, and operation of activities of major significance to the organization and fully accountable for performance and results. This person formulates, affects, interprets, or implements management policies or operating practices and is the final authority on department/division policies and procedures. Decisions have long-term implications, affect continuing organization operations, and have a cross-organizational impact. The CHRO regularly interfaces with executives on highest-level functional issues, providing recommendations and solutions with full understanding of impact and needs. The incumbent deals with important or controversial issues and effective persuasion, negotiation, and compromise are critical to work. Subordinates are directors and managers. Required Knowledge, Skills, and Abilities
Education, Experience, Preferences: Minimum Education/Training Requirements: Bachelor's degree in human resources or related field, or equivalent knowledge. Candidates with Master's degree or higher will be viewed favorably. Participation in the Human Resources Community whether through subcommittee, Board Participation, mentorship programs, or HR certification will also be viewed favorably. Minimum Experience: Fifteen years of progressive experience in human resource management, with at least ten years supervisory experience in managing primary human resource functions. Full-cycle human resource information systems experience (e.g., Workday) preferred. Laws and Regulations: Must have working knowledge of employment laws including: the 1964 Civil Rights Act, the 1991 Civil Rights Act, the Americans with Disabilities Act, Title IX of the Education Amendments of 1972, Affirmative Action, Equal Employment Opportunity, and other applicable laws. Work Environment: Hybrid office/telecommute environment; expected onsite percentage 60%. Occasional travel between National Academies' facilities and to off-site meeting/sponsor locations. Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $199,780 - $349,620. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range. This is a benefits-eligible position.
