Duties

The IRS Internship Program offers IRS employees who are current students with an opportunity to work and explore new careers. You must meet the definition of a student during the duration of your internship as follows:

An individual accepted for enrollment or enrolled and seeking a qualifying degree or certificate from one of the following:
  • High school; OR
  • College/university; OR
  • Professional, technical, vocational, or trade school; OR
  • Advanced degree program; OR
  • Certificate in a qualifying and accredited educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93-842.
Students need not be in actual physical attendance, so long as all other requirements are being met. An individual who needs to complete less than the equivalent of a half-time an academic/vocational or technical course load immediately prior to graduating is still considered a student for purposes of this program.

Every academic term (e.g., semester, quarter, etc), you must maintain good academic standing with an overall GPA of 2.0 or higher on a 4.0 scale. An academic year of undergraduate education is defined as 30 semester credit hours, 45 quarter credit hours, or the equivalent in an accredited college or university.

In order to successfully complete the Internship Program, you must complete a minimum of 480 hours of work experience (prior to completing academic program requirements), acquired through the program and successfully complete your course of academic study. If for any reason you do not successfully complete the program, you will be returned to the previous grade of the same or similar position you held within IRS prior to being selected for the Internship Program.

Upon successful completion of the program requirements you may be non-competitively placed in a in a Seasonal Clerical Position, GS-0303-05 in one of the division(s) listed below:

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Receives, records, sorts, batches, associates, controls, stages, collects, mails, extracts and distributes incoming/outgoing work. Maintains, updates, and purges suspense/closed files; examines and perfects documents; determines header data and numbers return/documents; maintains supplies and prepares requisitions.
  • Performs a variety of administrative tasks using an automated system which involves: assigning, maintaining, monitoring, or updating work status and inventory records; order research; acknowledging correspondence; maintaining, updating and initiating personnel records; administering and performing other support activity.
  • Revises procedures, controls, etc., as indicated by assigned technician. Prepares memoranda, preliminary reports and charts showing findings or recommendations.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

In order to qualify, you must first meet IRS Internship Program eligibility:

You must be enrolled on at least a half-time basis, or accepted for enrollment, and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution; have at least a cumulative (overall) 2.0 grade point average or higher on a 4.0 scale; remain in good academic standing.

Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Competitive Service Student Trainee Positions.

PATHWAYS INTERNSHIP PROGRAM REQUIREMENTS:
The IRS Pathways Internship Program provides Federal employment opportunities to students who are enrolled, or accepted for enrollment, as degree seeking students taking at least a half-time academic, technical, or vocational course load in an accredited, technical, vocational, 2- or 4-year college or university, graduate or professional school, the opportunity to work and explore new careers while in school.

This program provides experience that is directly related to your educational program and career goals. If selected, employees are required to maintain a schedule that includes attendance at an accredited school combined with career related work in the agency. The work experience with the agency MUST be related to your academic/career goals.

If selected, you will be placed in a student trainee position, and upon successfully completing the program requirements you may be non-competitively converted to a term, career or career-conditional appointment. The targeted position has been indicated in the vacancy announcement.

Selectees must remain enrolled in school and maintain a Grade Point Average (GPA) of 2.0 or higher to remain in the program. Applicants are acknowledging that they understand these requirements with the submission of their application. All conversion requirements will be identified in the Participant Agreement.

After meeting the requirements of the Pathways Internship Program, you may qualify based solely on education, experience, or a combination of both.

You must meet the following requirements by the closing date of this announcement:

Basic Qualification Requirement for GS-01: You must be enrolled in a high school diploma or General Education Diploma (GED) program.

Basic Qualification Requirement for GS-02: Completion of high school or a GED diploma. OR Three (3) months of general experience. This experience should be progressively responsible clerical, office or other work that indicates ability to acquire the competencies necessary to perform the duties of this position.

Basic Qualification Requirement for GS-03: Completion of 1 full academic year of post-high school study. OR Six (6) months of general clerical related experience. The experience should have been progressively responsible clerical, office or other work that indicates ability to acquire to perform the duties of this position.

Basic Qualification Requirement for GS-04: Completion of 2 full academic years of post-high school study or an associate degree. OR One (1) year or twelve (12 months) of general experience. The experience should have been progressively responsible clerical, office or other work that indicates ability to acquire to perform the duties of this position.

Basic Qualification Requirement GS-05: Completion of 4 academic years of post-high school leading to a bachelor's degree or equivalent degree. OR One (1) year or twelve (12 months) of specialized experience equivalent to the next lower grade (GS -04) in the Federal government. Specialized experience includes responsible clerical, office, or other work that is related to the position to be filled. Examples of specialized experience for this position includes analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; Planning and organizing work; and communicating effectively orally and in writing.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment . This position has an education requirement. You MUST submit dated documentation showing current enrollment in a qualifying institution (e.g. letter from the registrar, unofficial transcripts from current semester) by the closing date of the announcement. An Official Transcript, Current Letter of High School Enrollment with GPA, or Letter from Registrar with GPA will be required if you are selected.
