Duties

As a Program Support Specialist, you will:
  • Provide advice and guidance to managers and employees on the Administrator's, Secretary's, and other Honorary Awards Programs (e.g., Employee and Supervisor of the Quarter, Length of Service Award, etc.).
  • Collaborate with program offices to coordinate and manage award nominations, ensuring timely submission in accordance with established deadlines.
  • Lead the coordination of awards panels to review nominations, ensuring all submissions meet established standards, and communicate follow-up actions to nominating offices.
  • Develop and disseminate awards-related communications, including talking points, presentations, and reports for agency award and recognition ceremonies.
  • Acts as the primary point of contact with the Office of the Secretary to manage department-wide awards program initiatives, ensuring compliance with agency policies and regulations.

We are seeking a highly qualified candidate who is a detail-oriented professional with experience managing awards programs and ensuring nominations align with established criteria, communicating with supervisors and program offices to refine nominations and coordinate awards panels, ensuring timely and accurate submissions. With strong event coordination skills, they can seamlessly manage logistics for award ceremonies, from developing awards-related communications, inventory management, maintaining accurate records to vendor collaboration.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: 
  • Experience in providing advice and guidance to managers and employees on the awards and recognition programs.
  • Experience in collaborating with program offices to coordinate and manage award nominations, ensuring timely submission in accordance with established deadlines.
  • Experience in evaluating work programs or processes to identify, analyze, and develop solutions for program improvement

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of laws, rules and regulations pertaining to employee awards and recognition programs.
  • Knowledge of standardized administrative practices and procedures to conduct studies of programs work processes to identify, analyze, and develop solutions for program improvement.
  • Knowledge of logistical planning to coordinate programs and events and executing the full spectrum of awards and recognition programs to large groups.
  • Ability to communicate orally; collaborate to build consensus with individuals and groups at all levels of Federal, State, and local government and the private sector to resolve conflict; reach consensus in support of program objectives and goals; and writing skills to present information, findings, and options to a wide range of audiences.

  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
