Duties

The Program Analyst:
  • Assists in the development of traffic records/safety data programs, activities, and policies for improving federal, State and local traffic records, highway safety data systems.
  • Will be involved in implementation of safety data programs, activities, and policies.
  • Plans and implements program activities that establish processes and guidelines for federal and State traffic records/safety data systems.
  • Plans and participates in the State Traffic Records Assessment process, staffing the U.S. DOT Traffic Records Coordinating Committee (US DOT TRCC), US DOT TRCC sub-committees.
  • Assists in revising assessment and advisory protocols and procedures as these become necessary.
  • Participates in the analysis, development and review of traffic records, highway safety data system data elements and performance measures.
  • Participates in working groups that develop data elements and performance measures for the safety data systems.
  • Assists in the preparation of high- level briefing materials for conferences, committees, and interagency meetings.
  • Works in groups that develop data elements and performance measures for the safety data systems.
  • Participates in periodic reviews and revisions of the elements for the Model Minimum Uniform Crash Criteria (MMUCC).

The ideal candidate: NHTSA is looking for a program analyst who will be responsible for assisting in managing programs relating to State traffic records, highway safety data system components - crash, citation/adjudication, driver licensing, vehicle registration, injury control/emergency medical services, and roadway inventory. The incumbent will be responsible for accumulating analytical expertise and experience in the operational relationships between the traffic records, highway safety data systems, highway safety countermeasure programs, and uses of data in assessment of program results.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.
  • SECURITY CLEARANCE: Varies by position.  If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • FINANCIAL DISCLOSURE: Varies by position. If applicable, you may be required to file a confidential financial disclosure form (Office of Government Ethics (OGE) Form 450) or a public financial disclosure form (OGE Form 278e), within 30 days of appointment and annually thereafter.
  • REMOTE WORK: This position may be eligible for remote work, which does not require reporting to the agency worksite location on a regular basis. If selected for a remote work location, you will be required to sign a remote work agreement detailing agency remote work policy requirements, working conditions, and expectations for the position.


Qualifications

To meet the minimum qualifications for this position, you must meet either the specialized experience qualifications or education for the grade at which you are requesting consideration. 

To qualify for the GS-11 on Experience,  you must have at least one year of experience equal or equivalent to the GS-09 it must include:
  • Experience assisting in the development of traffic records/safety data programs.
  • Experience gathering, analyzing activities and policies for improving federal, State and local traffic records, highway safety data systems.

To qualify for the GS-11 on Education alone,  you must have:

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience,  you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience assisting in the development of traffic records/safety data programs, activities, and policies for improving federal, State and local traffic records, highway safety data systems.
  • Experience analyzing, developing, and reviewing traffic records, highway safety data system data elements and performance measures.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience developing traffic records/safety data programs, activities and policies for improving federal, State, and local traffic records, highway safety data systems.
  • Experience analyzing, developing and reviewing traffic records, highway safety data system data elements and performance measures.
  • Experience managing activities conducted with national, State and local government representatives to improve State traffic records data systems.
  • Experience gathering, analyzing, and displaying traffic data management information in reports using narrative descriptions.

You cannot qualify on education at the GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Demonstrated expertise managing multiple highway safety programs and in the inter-related information technology systems pertinent to traffic records safety systems at the state and federal level.
  • Knowledge of the Traffic Records Program Assessment Advisory, the State Traffic Records Assessment process, and objectives of both.
  • Knowledge of the State Traffic Records Assessment Program (STRAP) and the Traffic Records Improvement Program Reporting System (TRIPRS) and the relationship to traffic records assessments in the States.
  • Ability to develop and conduct formal high-level briefings to present information to federal senior executives; State, and local safety data managers and administrators.
  • Demonstrated experience with Model Minimum Uniform Crash Criteria (MMUCC) and ability to conduct periodic reviews and revisions of the elements.
