Description of Organization: TS provides technical and analytical support to ASIA and Mission leadership teams and to intra-agency and interagency partners on strategy formulation and execution in support of the Administration's foreign policy priorities. To advance these priorities, TS designs, procures, and manages regional and transboundary activities that bolster field-based programming. TS' five technical divisions provide analytical support to field and Washington, DC-based clients in key areas, such as political and economic stability, climate change and natural resource management, agriculture, health, education, democracy and governance, economic growth, energy and infrastructure. TS provides technical direction on the Bureau's interactions with the National Security Council (NSC) and the interagency. TS' technical thought-leadership shapes creative and innovative solutions that respond to emerging challenges and opportunities throughout the ASIA region.

Description of Position: The position will be within TS' Health team, a ten-person team. TS fields ASIA's technical experts on the health trends in the sector throughout the ASIA region, serving the functions of technical service provision, liaison, coordination, outreach, program design, and management. The Health team responds to presidential and congressional initiatives. The Health team also provides technical leadership and advice to the Assistant Administrator (AA) for ASIA, Deputy Assistant Administrators (DAAs), and Mission leadership teams as well as coordinates with ASIA's Missions to ensure the most effective use of USAID-funded assistance. This Global Health Security Advisor position in ASIA is a core member of the Health team. The primary responsibility of the Health Development Officer is to assist USAID field Missions to develop, maintain, and evaluate a portfolio of strategic activities that support Agency and Bureau objectives related to the health sector. Because this position is expected to interface with the NSC and to address issues of national security in relation to the Global Health Security Agenda (GHSA), this position requires a Top Secret security clearance.

The incumbent is a senior-level Health Advisor in TS. The incumbent serves as an expert advisor to ASIA on infectious diseases and the GHSA all its areas. The incumbent provides development considerations for strategic planning and management for the ASIA region. As health advisor, the incumbent advises the AA, DAAs, and field Missions' management and technical staff on health program management, development, and policy issues; strategic alignment of Bureau health activities with sector developments; and on congressional matters related to the Agency's health program, particularly as it affects GHSA. Given the NSC interest in global health security, the incumbent is expected to have significant engagement with them. The incumbent functions as a core member of ASIA's Health team and works very closely with the tuberculosis advisor. The incumbent will liaise with other members of TS on a range of issues and Agency priorities; As a Bureau and Agency technical expert in infectious disease and global health security as it pertains to utilization of health systems as well as overall development, the incumbent formulates policy and programming guidance for strategic program planning for ASIA;
The incumbent provides technical expertise in the overall health sector, with increased expertise in infectious diseases and global health security for ASIA, including providing technical and operational guidance and support to Operating Unit (OU) programming health resources. The incumbent will serve in a project management role for health sector programs as well as other sector programs as needed. Among the key duties expected are:
- Championing the expansion of the GHSA, including to Central Asia and the Pacific Islands;
- Participating in the QUAD Global Health Security working group, coordinating with the NSC position. Representing Asia equities in the routine Bureau for Global Health, Office of Infectious Disease, Emerging Threats Division (GH/ID/ETD) meetings as well as participating in the Outbreak Response team meetings as necessary. Providing oversight on any laboratories and biosecurity issues;
- Providing expert guidance to field Missions and grantee organizations in Asia on the application of Bureau priorities and strategies. Representing Bureau interests to senior-level and other host government officials, as well as to representatives of local private sector, implementing partners and non-governmental organization entities. Conceptualizing new approaches to health policy reform to increase the impact of USAID-supported interventions; and
- Supporting professional development by working with the rest of the team on the curricula for the Health Education in Asia Regional Training (HEART);
It is expected that the Health Development Advisor stays abreast of, and disseminates information on, regional trends and best practices in infectious diseases and global health security health programming needs in Asia. The advisor is expected to analyze, design, implement, and evaluate policy reform and political frameworks for countries, sub-regions, and the region as a whole, that focus on key Agency priority areas for health system strengthening, infectious disease, pandemic preparedness, and global health security; and
Travel to support Missions is expected approximately 30 percent of the time.

Qualifications:

Must be a U.S. citizen; and
Must have one year of specialized experience equivalent to the next lower grade level, the FS-02 or GS-14 grade level of this position. Must be eligible to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
