Duties

DUTIES AND RESPONSIBILITIES:
  • Serve as the Contracting Officer Representative for IHSC Medical Staffing contracts, fulfilling various responsibilities such as technical liaison between the Contracting Officer and Contractor, contract performance monitoring, develop contract deficiency reports and action plans, coordination and correction of personnel performance issues , invoice validation and payment processing within ICE Financial Operations guidelines and the Prompt Payment Act, coordination of meetings, site visits, and program reviews.
  • Develop and maintain a detailed project plan that outlines the scope, objectives, deliverables, milestones, risks, and dependencies of the contract.
  • Coordinate and communicate with the contracting officer, Program Manager, contractor, and internal stakeholders on all aspects of the contract, including contract administration, performance evaluation, change management, issue resolution, and reporting.
  • Review, and approve the invoices, reports, and other deliverables, for accuracy and completeness, ensuring compliance with the contract terms and conditions, federal regulations, and best practices.
  • Monitor and evaluate the contractor's performance, providing feedback, guidance, and corrective actions as needed.
  • Identify and mitigate any potential risks, issues, or challenges that may affect contract execution/administration and outcome.
  • Manage and document any contract modifications, amendments, or extensions, obtaining the necessary approvals from the contracting officer and internal stakeholders.
  • Conduct regular coordination meetings, site visits with the contractors and internal stakeholders, ensuring effective collaboration and alignment of expectations and goals.
  • Prepare and submit periodic and final reports on the contract status, progress, achievements, and lessons learned.
  • Coordinate with subject matter experts and internal stakeholders on requirements gathering to develop Statement of Work (SOW), Performance Work Statement (PWS), Statement of Objectives (SOO), Quality Assurance Surveillance Plans (QASP) and contract success metrics, developing Independent Government Cost Estimates (IGCE), and conducting effective Market Research.
  • Assist in the planning, coordination, and administration of Source Selection Boards (SSB), Technical Evaluation Team (TET) and Contract Review Board (CRB).

    • Applicants must be a current USPHS Commissioned Corps Officer. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.

  • Education

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Qualifying degree for the officer's category from an accredited institution. Minimum of three to five years of professional experience relevant to the officer's category. Of the total professional experience, officer must possess at least two years of experience related to management, administration, and evaluation of programs/projects.
  • Proven experience in managing federal contracts, particularly in the healthcare or medical staffing domain.
  • Familiarity with Indefinite delivery, indefinite quantity (IDIQ)/Task Order (TO) contracts and its administration within government settings.
  • Strong knowledge of federal acquisition regulations (FAR), contract compliance, and procurement processes.
  • Exceptional program/project management skills, including planning, organization, and resource allocation.
  • Excellent communication, negotiation, and interpersonal abilities to effectively collaborate with diverse stakeholders.
  • Ability to analyze data, assess performance metrics, and drive continuous improvement initiatives.
  • Contracting Officer Representative Certification (COR) Level I required as well as Program Management/Project Management Certification level II preferred, with goal to obtain COR Level II within 12 months of hire through Cornerstone OnDemand (CSOD).
  • Obtain COR Certification Level III within 24 months of hire through Cornerstone OnDemand (CSOD) and maintained throughout.
  • If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain current status. The agency may require the incumbent performs clinical activities with the scope of clinical license in times of critical needs within the agency. If in a clinical discipline and as directed and approved by his/her supervisors, the incumbent may perform clinical duties of their profession in Federal health care facilities. Such direction is documented via a memorandum of assignment and is filed in the eOPF.
  • Knowledge of ICE and IHSC, program policies and guidelines, operating procedures, and various departmental initiatives is preferred.
  • Knowledge and skill in all Microsoft Office/365 products.
  • Maintain all PHS basic readiness criteria and status

    This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Resource Management Unit. The incumbent serves as a program manager with the primary responsibility of serving as a contracting officer's representative (COR), and may be required to perform clinical activities within the scope of clinical licensure in times of critical needs within the agency.

    IHSC has a multi-sector, multidisciplinary workforce of more than 1700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides, public health services, on-site direct patient care to ICE detainees at 20 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 148 additional facilities, with a combined population of 34,000 detainees on a daily basis, with an average length of stay of about 30 days, and over 400,000 detainees transitioning through these facilities annually. IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.

    The Program Manager/Contractor Officer Representative works under direct supervision of the Supervisory Lead Medical Staffing Service.
