Duties

As a Senior Investigative Analyst, you will:
  • Independently research, analyze, collect, and produce investigative data, studies, trends, and patterns in furtherance of criminal and civil odometer fraud investigations nationwide.
  • Develop, review, interpret, and update investigative files on a continuous basis to determine violations of laws and regulations. Conduct numerous preliminary investigations of alleged odometer fraud in response to complaints received from state and local, industry, federal partners, and consumers.
  • Maintain various investigative databases for the purpose of conducting complex technical research in response to specific data requests, performs data entry, trend analyses, and prepares extensive cohesive reports concerning finding
  • Assist in the furtherance of odometer fraud investigations by obtaining and assembling information to determine the existence, or nonexistence, of odometer fraud.

The ideal candidate is a team-player with strong analytical skills, experience utilizing multiple investigative resources, and experience producing written reports to include charts, graphs, and spreadsheets. The ideal candidate is capable of briefing stakeholders of all levels, working with financial documents, and familiar with program audit principles and procedures.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre employment/pre-appointment drug test, you will also be subject to Random Drug Testing.


Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

For the GS-11:

On Experience, you must have at least one year of specialized experience, equal or equivalent to the GS-09 grade levelwhich included:
  • Experience analyzing information obtained from case files, reports, industry representatives, and/or commercial and agency databases.
  • Experience applying analytical, evaluative and research techniques to identify and evaluate data obtained from various sources
  • Experience preparing investigative and/or analytical reports
  • Experience communicating with parties in the industry, general public, and/or state and local entities on investigative results.

Or on Education, you must have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such degree,

You can also have a combination of graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
  • Experience analyzing complex information obtained from investigative case files, law enforcement reports, industry representatives, and/or commercial and government databases
  • Experience working as a certified Contracting Officer’s Representative (COR).

Applicant's can not qualify for this grade based on education.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience analyzing complex information obtained from grand jury material, law enforcement reports, industry representatives, and/or open-source and government databases.
  • Experience working with the  National Crime Information Center (NCIC) and National Law Enforcement Telecommunications System (NLETS) databases.

Applicant's can not qualify for this grade based on education.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Ability to effectively communicate orally and in writing including ability to produce spreadsheets, charts, and graphs. 
  • Ability to effectively utilize available investigate resources.
  • Ability to establish and maintain continuing working relationships with individuals at various levels in the public or private sectors.
  • Knowledge and/or experience in working with financial agreements related to investigative resources such as NCIC, NLETS, CLEAR as a COR.
  • Knowledge and/or experience in working with US DOJ Criminal Justice Information Services (CJIS) databases such as NCIC and NLETS. Minimally as a user, but ideally as a Terminal Agency Coordinator with audit experience.

  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
