Duties

At the full performance level you will serve as a Subject Matter Expert on the Federal Employees' Compensation Act (FECA) servicing the employee's workers' compensation needs at assigned U.S. Customs and Border Protection (CBP) organizations within CBP's scope of authority and is a liaison between CBP and the Department of Labor's Office of Workers Compensation Programs (OWCP) District Offices.

This position starts at a salary of $59,966.00 (GS-09, Step 1) to $94,317.00 (GS-11, Step 10) with promotion potential to $94,317.00 Per Year (GS-11 Step 10).

At the full performance level typical duties will include:
  • Implementing standardized Workers Compensation (WC) Branch procedures and processes governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities.
  • Completing technical review, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims.
  • Providing guidance and counsel to facility injury compensation coordinators, employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness.
  • Evaluating all claims against the five required elements of a compensable claim and prepares written statement of challenge to notify OWCP of the deficiencies when any of the five elements are not met with factual and objective evidence.

Qualifications

Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Utilizing a basic understanding of guidelines related to workers' compensation to ensure compliance with statutory and regulatory requirement as well as internal and external procedures.
  • Analyzing information to determine the most effective approach to meet the needs of the agency and injured workers.
  • Assisting in the administration of the worker's compensation program.
  • Providing guidance in the areas of workers' compensation, benefits entitlements, health and insurance programs; and preparing sensitive correspondences
Education Substitution: A Master's degree, two full years of graduate education, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. This education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Completing technical reviews and analysis of workers' compensation claims.
  • Assessing and resolving complex workers' compensation situation to identify core issues or problems.
  • Developing plans to gather and interpret information related to workers' compensation/injury situations.
  • Developing workers' compensation educational and training materials.
  • Creating written reports and recommendations to guide management decisions
Education Substitution: A Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree may substitute for experience required at this level. This education must demonstrate the skills necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/12/2024.
