Vacancies will be filled in the following specialty areas: Taxpayer Services Return Integrity and Compliance Services - Refundable Credits Examination Operations (RCEO)
The following are the duties of this position at the full working level. - Performs case analysis on pre-classified returns and unresolved responses such as those involving unagreed/complex IRP issues referred from other areas of the service center to determine the nature, scope, and direction of the examination. Incumbent identifies and resolves additional issues as they arise during the course of examination.
- Keeps abreast of Examination programs and tax law changes.
- Contacts taxpayers through correspondence or telephonically to obtain information, explain liability, and encourage compliance.
- Performs necessary research using IDRS and AIMS generated material, and orders documents and transcripts pertinent to issues. Computes/recomputes gross income and makes appropriate adjustments based on information on the tax returns and schedules, information supplied by the taxpayer, taxpayer's representative, and/or third party, as well as individual judgment of overall case intent.
- Reconstructs transactions for which records are sketchy and identifies prior processing errors to determine whether to assess or waive tax liability.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Requirements
Conditions of Employment - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
- Undergo a review of prior performance/conduct and an income tax verification. Refer to "Get Your Tax Record" at http://www.irs.gov/ ( https://www.irs.gov/individuals/get-transcript ) to check the status of your account, balance owed, payment history, make a payment, or review answers to tax questions. If you are not in compliance, you will be determined unsuitable for employment with IRS.
- This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9 . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE: GS-05 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: Experience that is related to the work of this position and has provided you with the competencies required for successful job performance.
Examples of experience qualifying as specialized include: - Preparing, receiving, reviewing, and verifying documents.

EDUCATION: You may substitute education for specialized experience as follows:
A bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Only education in excess of 60 semester hours, 90 quarter hours or 1440 classroom hours is creditable toward meeting the specialized experience requirement for the GS-5 level. For example, one full year of academic study (30 semester hours, 45 quarter hours, or 720 formal classroom hours) beyond the second year is equal to 6 months of specialized experience. To be creditable, education must have been obtained in an accredited business, secretarial or technical school, college or university.
SPECIALIZED EXPERIENCE: GS-6 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
