A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: -SB/SE, Operations Support, Technology Solutions The following are the duties of this position at the full working level. -The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions. -The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams. -Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. -Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience or this position includes: using IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned programs to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives; Experience using the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. Experience recognizing significant tax law and enforcement changes to implement recommended solutions. Experience resolving processing issues for Business, Employment, Excise, Individual, & Tax Exempt returns using examination applications such as Examination Returns Control System (ERCS). Resolving inconsistencies between reports to correct processing issues experienced by users (i.e., Activity Codes, Source Codes, Audit Information Management System (AIMS) rejects/unpostables, ERCS error messages and weekly AIMS/ERCS discrepancy reports). Experience with applications such as AIMS and Statistical Sampling Inventory Validation Listing (SSIVL) used to resolve interface issues between ERCS, SSIVL, and AIMS. SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: using IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations; Skill in recognizing significant tax issues and enforcement changes in order to revise or recommend changes in basic implementing regulations; Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions; Experience using the principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; Skill in oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees, as well as, skill in written communication is necessary to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions. Experience providing guidance and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and recommendations. Experience recognizing significant tax law and enforcement changes to implement recommended solutions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
