Description

Duties

As a Program Analyst, you will:
  • Lead the day-to-day quality inspection of test data from the NCAP testing laboratories including the coordination with the NCAP team members and contractor personnel during the review process.
  • Manage the program analysis for the collection of data submitted by vehicle manufacturers for the crash avoidance testing program or crash worthiness testing program.
  • Master in communicating verbally and in writing when responding to inquiries from various program offices at NHTSA and external stakeholders including consumers.
  • Take charge in the quality inspection process to improve the excellence of analytical documentation for the crashworthiness or crash avoidance NCAP program.
  • Serve as the program’s contract coordinator to manage the vehicle procurement contract and coordinate as well as process other NCAP related contract procurements.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-09 grade level in the following
  • Experience in reviewing data, data management, such as modeling techniques, data backup, data recovery.
  • Experience in maintaining quality control processes of program operations.
  • Experience in communicating verbally and in writing with constant supervision when responding to inquiries from various entities within an organization and external stakeholders.
  • Experience in Federal government contracting (Level 1 certification).

To qualify for the GS-11 on Education aloneyou must have:
  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • A LL.M., if related

You can also qualify based on a combination of higher level graduate education and experience.  This must be fully supported by your resume and transcripts, provided with your application.  

To qualify for the GS-12, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the following:
  • Experience in conducting analysis of large amount of data and quality inspection of data.
  • Experience in maintaining quality control processes of program operations and coordinating activities with other team members to ensure deliverables are complete on time.
  • Experience in communicating verbally and in writing with minimal supervision when responding to inquiries within an organization and external stakeholders.
  • Experience in Federal government contracting (Level 2 certification).

You cannot qualify on education at this level, you must have experience. 

To qualify for the GS-13, you must have at least one year of specialized experience equal or equivalent to the GS-12 grade level in the following:
  • Experience in leading the day-to-day program operations that involve reviewing large amount of data and disseminate data to the public.
  • Experience in managing program data analysis using large amount of data.
  • Experience in communicating verbally and in writing masterfully and considering policies when responding to inquiries from various offices within an organization and external stakeholders.
  • Experience in Federal government contracting (Level 2 or 3 certification).

You cannot qualify on education at this level, you must have experience. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of analytical principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data and the reporting of results.
  • Knowledge in collecting and compiling large amount of vehicle safety data.
  • Knowledge and ability to convey technical information cogently through effective writing, presentation, and communication skills for consumers, agency management, and technical audiences.
  • Knowledge of the automotive testing programs, concepts, principles, and methods.
  • Knowledge of the Federal government contracting process.
