Duties
WHAT IS THE PRIVACY, GOVERNMENTAL LIAISON AND DISCLOSUREDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions
Vacancies will be filled in the following specialty areas: Privacy Governmental Liaison and Disclosure (PGLD), Governmental Liaison, Disclosure and Safeguards (GLDS), Data Services
The following are the duties of this position at the full working level. - Leads and conducts GLDS reviews of field and headquarter offices programs and casework, serving on cross-functional task forces as the business unit representative to address issues, and/or perform independent analyses of operations. The incumbent must be knowledgeable of GLDS policies and ensure operations are conducted in accordance with established disclosure and privacy laws, Internal Revenue Codes and Internal Revenue Manual guidance and EQRS guidelines. Advises and assists top level management on changes, formulation and implementation of policies for programs, processes, and initiatives to help improve the effectiveness and efficiency of agency strategies and nation-wide operations.
- Coordinates cross-functional activities within GLDS; includes but not limited to the development of unit operating plans in support of new or revised program requirements, business plans and/or quality review assessments and generates summary reports. Assist GLDS representatives and leadership with oversight responsibilities by conducting specific studies and analyses to support operational reviews, measuring achievement of goals and performance expectations, ensuring compliance with directives and effective utilization of resources.
- Uses a data driven approach to analyze program functions and/or areas to discern trends in program delivery; consolidates and analyzes cumulative and ad hoc report data to measure effectiveness in meeting baseline expectations or the degree to which program plans and achievements support quality goals and serves as the GLDS risk and process analysis expert. Uses information technology hardware and software to gather and interpret data and prepare reports, spreadsheets, flow charts, policy statements, action plans, milestones, and illustrated presentations for delivery to key strategic leaders.
- Performs follow-up reviews of subordinate operations to monitor and independently report on progress toward implementing local unit and business plan action items, integrity program initiatives, executive expectations, and administrative or operational review corrective actions.
- Reviews, analyzes and edits requests submitted by GLDS management staff affecting resource allocations or program delivery for technical accuracy, appropriate format, adequacy of supporting justification, and conformance with regulatory guidelines. In addition, recommends necessary changes and revisions.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience using analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish programs or studies concerning the efficiency and effectiveness of program operations. You must also demonstrate experience interpreting and applying laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned program or study, specifically, the Privacy Act and IRC Section 6103; experience with principles and processes to perform Disclosure program duties and to effectively coordinate and integrate program objectives and recommendations. You must have experience with Disclosure Legislation, statutes, IRC Section 6103, the Privacy Act, Freedom of Information Act and the IRM; experience resolving complex technical problems and issues where disclosure statues and guidelines must be interpreted and applied to a variety of disclosure/privacy matters; experience communicating both orally and in writing to articulate policies and viewpoints of the Disclosure/Privacy program to management.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment . For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
