Duties
The Associate Chief Counsel (Finance and Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. The Field Operations function of Finance and Management (F&M) is responsible for supervising and coordinating administrative, program, and clerical support duties for all of Chief Counsel's field functions, located in over 50 cities nationwide.
As an Administrative Officer, you will: - Serve as first line supervisor to a number of Office Managers, supervising subordinate employees working in the functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration, management information systems, and automation in the field offices.
- Serve as the principal program manager for critical administrative services, acting as staff advisor on all aspects of personnel and human resources program for designated Matrix Area and Counsel field offices, such as complex and sensitive issues in the staffing, classification, awards, employee relations, EEO, training, and promotion programs. Establish and coordinate guidelines to implement personnel policy, standards, and overall requirements.
- Serve as representative and advocate for designated Matrix Area, in identifying, coordinating and resolving Matrix area issues. Lead meetings and conferences pertaining to personnel issues for designated Matrix Area and Counsel field offices, acting jointly with the supervisors and managers in reaching decisions which have Area-wide impact.
- Create methods and approaches for establishing and maintaining positive work relationships in order to foster teamwork and cooperation. Ensure sufficient office coverage and act as "Acting Office Manager" when Office Manager is absent, as necessary. Provide remote management and leadership when local management is not available.
- Be responsible for formulating budget submissions; participate in establishing F&M Area Manager's budgetary and accounting systems; analyze and make recommendations to the Area Manager as to budget requests; employ budget analysis techniques including cost-benefit analysis, exploration of alternative methods of funding, and program tradeoffs.
- Manage all activities in space and facilities programs for designated Counsel field offices. Serve as the major resource in determining the most applicable communication systems, space layout, furniture, cabling set-up, etc. Remain abreast of and apply Counsel space standards when working with new offices and modifications to existing office configurations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
