WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions
Managerial assignments covered by this program are in the 0342 series. Assignments will be made at the IR-06 levels.
WHAT IS THE FMSS FUTURE LEADERS FOR EXCELLENCE PROGRAM? The FMSS Future Leaders in Training for Excellence (FLITE) Program Identifies candidates who have an interest in becoming future IRS Leaders. Candidates will apply for selection into the program and will participate in online and developmental activities while remaining in their current positions. Upon completion of the FLITE program, graduates will be better prepared to enter management positions. In addition to greater leadership proficiency, participants will acquire skills that enhance performance in their current position and increase their value as a resource for FMSS. - This is a 24-month program.
- There is no guarantee that the FLITE participant will be selected for a manager position.
- This program will allow FLITE participants to decide if management is a course they want to pursue. It also allows management to evaluate FLITE participant skills and their potential to be a manager.
- FLITE participants are expected to accept acting assignments, as this is a core developmental assignment for the FLITE program.
- Although detail and shadow assignments are encouraged, these assignments cannot be guaranteed.
- FMSS will select candidates into the FLITE Program. To qualify for the program, candidates must meet the following minimum requirements.
- All individuals must be rated at least fully successful on all job elements on their current evaluation.
- All individuals permanent position of record must be within the FMSS organization.
While on acting assignments as a Front Line Manager you may: - Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
- Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.
- Give advice, counsel or instruction to employees on work and administrative matters.
- Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.
- Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.
- Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.
- Identify developmental and training needs of employees, providing or arranging for needed development and training.
- Initiate ways to improve production, work processes and/or to increase the quality of the work directed.
Requirements
Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD24485 Visit the IRS SPD Library to access the position descriptions. - Candidates not actively participating in the Leadership Readiness Program will be retained in the program until the end of the 24 months for the opportunity to complete the necessary training/development activities. During the program, candidates whose performance and progress do not merit continuing in the program will be released from the program.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
TRAINING FOR EXCELLENCE PROGRAM REQUIREMENTS: To be minimally eligible/qualified for this program you must meet the following requirements: - Current annual performance appraisal must be fully successful or higher
- Permanent position of record must be within the FMSS organization
FRONT LINE MANAGER REQUIREMENTS: To be qualified for a temporary developmental assignment to a Front Line manager position, while in the program, your experience should be sufficient to demonstrate: - Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight
- Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled;
- Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources);
- Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.
AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment . For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" or Status applicants.

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page .
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Additional information
Management will initiate temporary actions for assignments with a term of one full pay period or more. The participant must meet the "specialized experience requirements" by the closing date of the announcement to qualify. As opportunities become available, participants who compete for the program can be temporarily selected without competition to any PD identified as part of the program, without regard to the 120 to 180-day temporary restriction. - This is a readiness/development program; there is no permanent promotion potential under this announcement.
- Completion of the program does not guarantee selection for a management position.
- Prior Future Leaders in Training for Excellence (FLITE) Program participants are not eligible to apply.
- Program length is for a designated term of two (2) years and will not be made permanent.
- You will participate in managerial training and developmental activities.
- Program members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the two (2) year membership.
- If performance during a managerial assignment warrants removal from the position, you will be subsequently removed from the Cadre and returned to your former position.
- If you are the subject of a disciplinary and/or adverse action or impeding disciplinary and/or adverse action while serving you will be removed from the Program.
- This is a non-bargaining unit position.

- The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed.
- The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages .
- Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
- Alternative work schedule, staggered work hours or telework may be available.
- In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
- GEOGRAPHIC AREA OF INTEREST/MOBILITY: Nationwide mobility is not a prerequisite for selection into the Readiness Program, however, future competitive selection into a permanent manager position will require a reasonable degree of mobility. Manager vacancies can arise anywhere in the country and it is to the applicant's competitive and developmental advantage to be available for a broad range of locations.
