PURPOSE:
The VP of Public and Labor Sales and Service is responsible for the overall management for the company's business retention and development based on company goals that will promote sales growth and client satisfaction for the organization. This role involves strategic planning, managing people, selling, leveraging technology and improving processes. Accountable to ensure your team is driving performance, increasing profitability, and ensuring cross-functional strategic alignment.

ESSENTIAL FUNCTIONS:
  • Pursue and successfully securing new customers, as well as expanding services across existing customers. Solicit and respond to RFPs, coordinate and/or lead finalist presentations and site visits. Lead proposal development to assure optimum and strategic positioning of CareFirst programs and service capabilities.
  • Assess market dynamics; develop and execute a sales growth strategy based on market trends, CareFirst capabilities, competitive environment, and segment growth forecast.
  • Develop annual sales plans to achieve strategic and tactical sales growth objectives by prospects and suspects.
  • Direct development of product- and market-specific sales and marketing plans that enhance revenue growth and reflect current public policy and trends, as well as government priorities (if applicable). Work with various leaders in the company other members of the leadership team to ensure sales and marketing priorities dovetail with operations capabilities and resources.
  • Oversees the strategic and the day-to-day activities of the Department, including directing, coaching, and guiding associates to implement departmental, divisional, and organizational mission/goals. Recruits, retains and develops a high performing team. Evaluates performance of each team member, generates development plans and sets goals within the context of the corporate policies and procedures. Develops annual goals, and prepares, monitors, and analyzes variances of departmental budgets to control and appropriately allocate resources.
SUPERVISORY RESPONSIBILITY:
This position manages people.

QUALIFICATIONS:

Education Level: Bachelors degree in business, healthcare or health related field.

Experience: 10 years of sales management experience with a successful sales record to mid, large and jumbo insured and self-funded health plan sponsors in public and labor.

Preferred Qualifications:
  • Experience working with municipal/government/public sector accounts.
  • Experience working with Taft-Hartley Labor Union Health Fund accounts.
  • Experience working with procured services through RFPs.
  • Experience working with key consultants in the municipal and multi-employer labor segments.
Knowledge, Skills and Abilities (KSAs):
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
Salary Range: $216,000 - $324,000

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration. It is not typical for an individual to be hired at the top of the range, as compensation decisions depend on each case's facts and circumstances, including but not limited to experience, internal equity, and location.
