Duties

As a Program Analyst, you will:
  • Participate with the Office Director and Division Chiefs in formulating long- range strategic plans, objectives and projects.
  • Aid in the development of unique analytical techniques to accelerate accomplishments.
  • Conduct planning and analysis of work processes and developing or amending standard operating procedures.
  • Develop, implement, and monitor complex projects required to support the Office and Office Director.

NHTSA is looking for an employee who has excellent communication skills; a mastery of analytical and evaluative methods; mastery of advanced management and organizational principles and practices; ability to organize and carry out special projects and other complex assignments; and professional knowledge in assessing and understanding problems preferably as it relates to motor vehicle or motor vehicle equipment safety or other related fields.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience managing projects related to organizational functions, operating procedures, performance, programs, or operations.
  • Experience communicating with and advising officials such as agency heads, top congressional staff officials, state government executives, legislative leaders, and executives of comparable private sector organizations.
  • Experience providing guidance in the resolution of operational problems or issues impacting agency projects, and programs.
  • Experience documenting process improvements, investigation procedures, performance metrics, and similar internal measures improving accountability and quality.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Demonstrated ability to organize, coordinate, and monitor work and complex assignments concurrently within schedule constraints and handle emergent requirements in a timely manner.
  • Demonstrated ability to analyze office processes and standard operating procedures and develop new (or improving) processes and procedures.
  • Demonstrated ability to produce results through strategic planning, implementation, and evaluation of programs and policies.
  • Demonstrated ability to effectively communicate orally and in writing - including establishing and maintaining working relationships - and writing and preparing memorandums, letters, and other official correspondence.

  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
