Duties

As a Transportation Operations Specialist, you will:
  • Track current operating and readiness status of NDRF/RRF vessels.
  • Prepare program briefings for internal and external stakeholders to keep all informed of NDRF/RRF vessel status, capabilities, requirements, costs, and other programmatic issues.
  • Stand MARAD Duty Officer watch on a rotational basis to support NDRF/RRF operations.
  • Provide review, analysis, and recommendations of options on operations and policy matters relative to program vessels. Independently resolves day-to-day operations problem within the limits of authority delegated by the Ship Operations Supervisor.
  • Consult with DOD and other sealift stakeholders on DOD mission requirements and how best to meet them.
  • Adhere to federal classified information and communications security (COMSEC) custody and safeguarding requirements. Reviews classified correspondence daily and briefs leadership on information pertinent to MARAD operations.

The ideal candidate will have a background in marine transportation, preferably with experience sailing as a licensed Deck Officer on a USCG Merchant Mariner Credential. The candidate will have experience working with the Department of Defense and other government agencies.  The candidate will have experience working with personnel of various backgrounds and levels of experience, standing watch on a regular basis, presenting information both orally and in writing, writing reports and evaluations, and working with standardized processes and process improvement techniques.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • SECURITY CLEARANCE: Varies by position. If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILTY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in planning, directing, and supervising cargo movements, formulating ship schedules, analyzing and evaluating cargo lift capabilities, and formulating budgetary estimates of cargo transportation costs.
  • Experience serving as a merchant marine Deck Officer, handling classified material, watchstanding, working within a safety management system or equivalent procedural structure, vessel management software, working with a SharePoint site and Operation center management experience.

You cannot qualify on education alone at the GS-13; you must also have experience. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Transportation - Knowledge of principles and methods and regulations for moving people or goods by sea including costs and limits.
  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
  • Communications Security Management - Knowledge of the principles, policies, and procedures involved in ensuring the security of communications services and data, and in maintaining the communications environment on which it resides.


  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Undergraduate and Graduate Education:  Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.
