Duties

As a Supervisory Contract Specialist, you will:
  • Serve as a Contracting Officer with an unlimited warrant.
  • Participate in program planning conferences with management of customer organizations and provides authoritative advice on all procurement matters. Such matters may include procurement lead time requirements, market conditions, advances in manufacturing technology, feasibility of volume procurement, probable vendor requirements, possible component or commodity availability problems, precedent substitutions, and possible subcontractor involvement.
  • Continually analyze procurement programs at the Bureau, regularly coordinating procurement planning with customers, recommending acceleration or deceleration of planned procurements to obtain optimum procurement conditions, and making adjustments to procurements as necessary to assure maximum efficiency and effectiveness.
  • Represent the Chief of the Office of Procurement, with concomitant authority in procurement matters, at meetings with representatives of the other Divisions, with Executive staff, and with contractors in order to plan for new or special projects, resolve changes in procurement policies, resolve problems, and negotiate agreements.
  • Perform the duties of the Chief of the Office of Procurement when the Chief is absent and request the Division Manager to serve as Acting Chief.
  • Obligate, expend, collect, or control revenue, funds, or items with monetary value in excess of $50 million.
  • Procure (or secure funding for) goods and/or services with monetary value in excess of $50 million annually, with the potential for devastating impact on government programs or operations

Qualifications

You must meet the following requirements by the closing date of this announcement.

In order to qualify, you must meet the requirements outlined in A and B, or C below.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.


Selective Factor:
Employment is contingent upon one's ability to obtain/maintain an unlimited Department of the Treasury warrant, which requires an active FAC-C Professional (or equivalent) certification.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes leading staff and managing functional requirements in a contracting operation, and interpreting and implementing Federal and Departmental Acquisition Regulations and Government policies within a Federal agency

  • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for workdays during the shutdown period.

  • SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires.
