Duties

U.S. Citizenship and Immigration Services (USCIS) is an agency within the U.S. Department of Homeland Security (DHS) comprised of approximately 22,000 federal employees. We lawfully administer immigration and naturalization adjudication functions and establish immigration services policies and priorities.

The Deputy Chief Human Capital Officer (DCHCO) for Talent Management & Employee Experience is located in the Management Directorate (MGT), Office of Human Capital and Training (HCT). The DCHCO reports to the Chief Human Capital Officer and is responsible for managing several headquarters-based human capital functions and programs by providing day-to-day direction and oversight through subordinate division chiefs and program managers to ensure HCT carries out its mission. The DCHCO will participate fully with the Chief Human Capital Officer (CHCO) in providing leadership and management for HCT and overseeing the execution of work through the efforts of subordinate supervisors and other senior staff.

The programs for which the DCHCO is responsible for are primarily central to the future directions of a changing work environment and the future of work. These programs are focused on strategic planning, analysis, and implementation of HCT initiatives that help move the organization forward. These programs include training and career development, HCT communications, human resources policy, work-life and employee engagement, labor and employee relations, employee performance management, and special programs that are unique to USCIS and DHS.

Major Duties:

On behalf of the USCIS Chief Human Capital Officer (CHCO), the incumbent will provide advice and counsel to the USCIS Director, Deputy Director, and executive Associate Directors, as well DHS executives regarding highly complex and sensitive HR management issues.

The DCHCO for Talent Management & Employee Experience is responsible for:
  • Providing executive oversight and management of human resource and training by implementing HR strategies and programs consistent with the overall USICS vision, goals, policies, and priorities to meet mission requirements
  • Sharing responsibility for determining HCT's program goals and plans; developing annual and long-range planning documents and strategies for the office
  • Determining resource needs, allocation, and use, and formulating criteria for program evaluation
  • Applying forward-looking practices central to the future direction of a changing work environment to help move the organization forward
  • Assuring that leadership and the general workforce are informed and kept up to date through a variety of communication methods about human capital related programs and initiatives as well as changes impacting future directions
  • Managing comprehensive assessments of the efficiency and effectiveness of the HCT business practice, policies, and operations and managing the development of strategies to improve and expand them as corporate tools
  • Advancing the use of technology to improve human capital systems and driving general process and productivity improvements and operational excellence
  • As necessary, representing the CHCO in dealings with outside agencies, including the Office of Personnel Management (OPM), the Human Resources Directors' Council, the Chief and Deputy Chief Human Capital Officers' Council, the Office of Management and Budget (OMB), the Government Accountability Office (GAO), and with other Federal and State agencies on human resources matters
  • Performing other duties as assigned

Qualifications

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing and evaluating employees.

  • Leading the work of an organizational unit
  • Ensuring the success of one or more specific major programs or projects
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance
  • Supervising the work of employees, developing policy and other executive functions
To meet the minimum qualification requirements for this position, your application must show evidence that you possess the five (5) Executive Core Qualifications (ECQs) listed below. Typically, experience of this nature is gained at the GS-15 or equivalent level in the federal service or its equivalent in the private sector.

If your experience does not include these basic qualifications, you will not be determined qualified for this position.

**Noncompetitive status- if you are a current or reinstatement eligible Career SES or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPM's Qualifications Review Board (QRB)-you are not required to address the ECQs. Current and reinstatement eligible SES must include with your application a copy of your most recent SF-50, Notification of Personnel Action, documenting your SES Career Appointment. CDP graduates must include a copy of your OPM CDP graduation certificate or other proof that your ECQs have been QRB certified.**

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATION (MTQs)

All applicants must submit a written narrative explaining how they meet the three (3) mandatory technical qualification(s) not to exceed one (1) page per MTQ. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed and the sensitivity of the issues you handled, etc. Any information in excess of one (1) page per MTQ WILL NOT be considered. If you do not submit a narrative addressing each MTQ your application will be considered ineligible.

MTQs:

MTQ 1. Demonstrated executive-level experience providing advice for strategic planning initiatives related to highly complex and sensitive talent management and employee experience principles, concepts, regulations, and practices to successfully assist management officials in addressing human resources operations matters.

MTQ 2. Demonstrated knowledge and experience in managing multiple federal human capital programs, such as: labor and employee relations, training and employee development, human capital policies, and performance management.

MTQ 3. Demonstrated experience improving customer experience, service deliverables, and stakeholder services while leaning into technology to effectively collaborate across the organization to achieve goals.

Education

There is no substitution for education of experience for this position.

Our Benefits Package: You will be eligible for performance bonuses of 5 to 20 percent of base pay for superior accomplishments. You will be covered by a defined benefit, contributory Federal retirement system.
