Duties
DUTIES AND RESPONSIBILITIES: Supervises multiple Public Health Service Officers (GS14-15 equivalents) and civil service personnel who function as Unit Chiefs, Management and Program Analysts, Mission Support Specialists, or Program Leads responsible for directing, implementing, coordinating, and overseeing administrative programs requiring application of a wide range of qualitative system and management support principles, processes, and systems. Manages the Clinical Services Division with broad operational and directional leadership of key functions that support the IHSC health care system. Provides executive leadership and direction for the determination, development, promulgation and evaluation of substantive policies and procedures for the health care component so that the mission is met. Identify fiscal and human resources and other program requirements necessary to sustain a multi-million-dollar health care system, in collaboration with the IHSC CMO and leadership and through a strategic business planning process. Provide strategic direction to the personnel recruitment program and influence the allocation and placement of available health care providers. Perform analysis and evaluation of a wide range of clinical and administrative programs, identify and meet quality and performance objectives, ensure quality through adherence to rigorous standards of a myriad of external accrediting bodies, promote workplace improvements, develop, and maintain community partnerships, assure equal employment opportunity and diversity, and plan for succession by developing subordinates. Assure adherence to the IHSC Clinical Staff Bylaws. Chair, the IHSC Ethics Committee. Provide oversight and direction, in collaboration with the IHSC CMO, for the IHSC Peer Review program. Oversee, in collaboration with the IHSC CMO, the provision of direct care by IHSC staff to noncitizens housed at 18 facilities throughout the nation that includes medical, dental, mental health care and public health services and the provision of medical care for noncitizens housed at non-IHSC staffed detention facilities across the country. Confer with the AD and other IHSC leadership to discuss problems pertaining to personnel, finance, policy, and any other programs affecting the successful administration of the health care system. Reviews and provides input to specific internal and external health care related requests from the ERO front office NGOs, advocacy organizations, media, congressional inquiries, and other governmental organizations for review by the Assistant Director. Personal contacts with individuals internal and external to the organization and may include but not limited to high level officials, supervisors and program staff throughout IHSC, ICE, DHS, public interest groups, members of the public, and representatives of other Government agencies and Congressional staff. Develops, initiates, maintains, and revises policies and procedures for the general operation of the Clinical Services Division programs and its related activities. Serves as IHSC executive and senior advisor to the IHSC AD, Deputy Executive Assistant Director (EAD), EAD, and ICE Director. Assist the IHSC AD in strategic planning, program development, and evaluating healthcare delivery. Represents the agency and the AD during congressional and departmental briefings, stakeholder and community level engagements, and other platforms and events as required. Active participation and membership on the IHSC executive governing body (EGB). Must be able to obtain a Top-Secret clearance. Periodic travel may be necessary to support IHSC facilities. Other duties as assigned.

- Applicants must be a current USPHS Commissioned Corps Officer who works at IHSC. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Civilians are not eligible for this position.

Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Physician Degree of Doctor of Medicine or an equivalent professional degree in medicine or osteopathic medicine, conferred by a medical school recognized by the American Medical Association (AMA) or American Osteopathic Association (AOA). Unrestricted medical licensure in any State, the District of Columbia or territory of the United States. Current board certification/eligibility in family medicine, internal medicine, or related primary care specialty. Minimum of five years clinical experience. Correctional/detention health care experience preferred. Advanced Practice Providers Physician Assistant- Requires unrestricted Physician Assistant state license, national board certification through the National Commission on Certification of Physician Assistants (NCCPA). Nurse Practitioner- Requires unrestricted Family Nurse Practitioner state license, national board certification through the American Academy of Nurse Practitioners (APRN) or the American Nurse Credentialing Center (ANCC). Must be licensed by a State, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States. Minimum of five years clinical experience. For both disciplines: Minimum of 5-years supervisory experience. Must have experience in a leadership role at the National level. Knowledge of correctional health care standards (NCCHC, ACA, ICE National Detention Standards, PBNDS and Family Residential Standards). Certification as Correctional Healthcare Professional (CCHP) preferred. Continuing education requirements must be met as required for licensing and board certification maintenance. Maintains clinical professional skills via continuing education opportunities. Maintains current CPR/Basic Life Support Certification. Experience in management of institutional and medical emergencies to include policy and procedure development and implementation. Must have established track record of ability to foster positive working relationships with management and leadership across all disciplines at the supervisory level. Extensive executive engagement in building and maintaining positive relationships with federal, state, local, and private stakeholders in a way that best represents the agency. Demonstrated knowledge of and executive level leadership in developing and operating healthcare systems, executing U.S Public Health Service Commission Corps policies, procedures and regulations related to personnel. Ability to review statutory, regulatory and sub-regulatory materials, and to provide a clear explanation and definitive direction to facilities, departments and employees.
Additional information
This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC). The Deputy Assistant Director (DAD) Clinical Services reports directly to the IHSC Assistant Director (AD), a member of the Senior Executive Service. The DAD Clinical Services closely collaborates with the IHSC Chief Medical Officer (CMO) on all clinical areas. The DAD Clinical Services may serve as the AD when needed and as required.
The United States Public Health Service (USPHS) Commissioned Corps Officers, civil service staff and contractors comprise the healthcare professional staff working together to provide quality healthcare services. The IHSC serves as the health authority for ICE. IHSC has a multi-sector, multidisciplinary workforce of more than 1,700 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. The IHSC provides on-site direct patient care to ICE detainees at 19 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, and over 400,000 detainees annually. The IHSC also provides medical support during ICE enforcement operations in the air, on the ground and at sea.
The DAD of Clinical Services functions as an independent and objective advisor that provides medical oversight, guidance, and instruction to IHSC providers and allied health professionals who deliver medical, mental, and dental health care to non-citizens in ICE custody. The DAD of Clinical Services oversees the Clinical Services Division that comprises five units. The division includes the Medical Services Unit (MSU), Clinical Services Support Unit (CSSU), Nursing Services Unit (NSU), Behavioral Health Unit (BHU), and Public Health, Safety, and Preparedness Unit (PHSP). MSU oversees clinical directors, dentists, pharmacists, psychiatry services and advanced practice providers. CSSU oversees all support services including specialty consultant, Medical Asset Support Team (MAST) and Academic Affairs programs. NSU oversees all nursing services. BHU oversees all mental health psychotherapy services. PHSP oversees all public health, safety, and preparedness programs.
SUPERVISORY CONTROLS: The incumbent reports to the IHSC Assistant Director.
