The Employees' Retirement System (ERS), is responsible for managing, protecting, diversifying, and administering benefits for the employees and beneficiaries of the Maryland-National Capital Park and Planning Commission.
This position is responsible for technical and professional retirement administration work in accordance with the mission and core values of the ERS. The Employee is expected to perform the full spectrum of analytical and administrative tasks related to retirement services and benefit processing. The Senior Retirement Analyst, once trained, acts as a subject matter expert on the plan document and its underlying provisions and may assist in the development of training materials to educate members on the plan provisions. This work requires both strong analytical, verbal, and written communication skills, as well as the ability to apply mathematical reasoning and logic to work related tasks. The employee is expected to demonstrate independent judgment, action, and initiative within the guidelines established by the plan document, administrative procedures, and federal and state laws. In addition, the employee must be able to work on multiple tasks of equal complexity at the same time and meet the performance expectations of the Member Relations Supervisor and/or Member Relations Manager. This position is responsible for the completion of assigned projects, meeting and educating plan members on retirement benefits, processing new retirements, conducting research to determine the accuracy of information received, analyzing member records, applying appropriate laws, standards, guidelines, or rules, and taking appropriate actions. The Senior Retirement Benefits Analyst may function as a Team Leader on a project, coordinating team efforts and preparing and submitting progress reports and results to management. Examples of Important Duties Performs challenging, technical, professional work in tasks related to the administration of the retirement benefits program, including processing new retirements, vested benefits, service transfers, and survivor and death benefits, by applying appropriate plan rules, regulations, and other guidelines to ensure benefits are granted accurately.Audits the member database and retirement benefits, including death benefits, generated in PensionGold to ensure integrity in accordance with the plan document and administrative procedures. Performs technical work, including testing of retirement system upgrades, researching, and resolving issues with the payroll transmittal file, calculation wizards, and other components of the PensionGold database. Participates in preparations for the annual actuarial valuation for the pension plans and audits and resolves any discrepancies revealed in the census data for plan members.Maintains confidentiality of membership data, including personal information, proprietary and pre-decisional information not subject to public information disclosure, and other sensitive information.Prepares and posts monthly interest in PensionGold. Provides pre-retirement one-on-one counseling to employees preparing for retirement and presents retirement seminars at the request of agencies within the Commission and the ERS.Makes recommendations to Senior Management for modifying existing processes and procedures to help improve efficiency.Keeps informed of new state and federal laws and regulations related to public pension plans through review of industry publications, attendance at workshops, seminars, conferences, and other professional opportunities. Independently performs various types of analyses and solves regular occurring problems; also resolves a range of non-standard problems. Performs related duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of principles, practices, and methods of public pension plan administration.Knowledge of offices practices, administrative procedures, the plan document, and Commission policies and practices. Advanced Microsoft Excel skills preferred. WORKING CONDITIONS: Duties are primarily performed in the ERS office with flexibility for teleworking after an initial period of six (6) months. Must have the ability to meet inflexible deadlines and prioritize tasks accordingly. Minimum Qualifications Graduation from an accredited college or university with a bachelor's degree in business, public administration, human resources or a related field, and four (4) years of experience performing work in a related field and/or program; orAn equivalent combination of education and experience which totals eight (8) years. The following benefit summary is provided for informational purposes only and is not, nor should be construed as an employment agreement with the M-NCPPC, implied or actual. It is not all-inclusive and is subject to change. Benefits listed are extended to all eligible retired employees of the Maryland-National Capital Park and Planning Commission (MNCPPC).
Each retiree and dependent must be eligible individually for each retiree benefit based on the 36-month rule, which requires the individual to be enrolled in Commission sponsored healthcare plans or have comparable coverage to what the Commission offers in each plan for the 36 months immediately prior to retirement with the Commission.

Please note: - Co-pays, deductibles and out-of-pocket limits are the same for retirees and active employees.
- Retiree must be enrolled in a medical, prescription drug, dental or vision plan in order for dependents to be covered in a like plan. For example, an eligible dependent cannot be enrolled in the medical plan unless the retiree is enrolled in the medical plan.
- Eligible dependents must be enrolled in the same Vision Plan Option as the retiree. If a retiree is enrolled in Vision High Option, eligible dependents must also be enrolled in Vision High Option.
- When you or your dependent becomes eligible for Medicare, the individual must enroll in Medicare Part A and Medicare Part B and provide a copy of the Medicare card to the Health and Benefits Office.
- Any other covered member(s) not eligible for Medicare, must be enrolled in the associated non-Medicare plan. For example, if a retiree is enrolled in the UnitedHealthcare Medicare Complement Plan, any covered member not eligible for Medicare must be enrolled in the UnitedHealthcare POS plan. If a retiree is enrolled in the Kaiser Permanente Medicare Complement Plan, any member not eligible for Medicare must be enrolled in the Kaiser Permanente HMO. If a retiree is enrolled in the UnitedHealthcare Select (EPO) > 65 plan, any member not eligible for Medicare must be enrolled in the UnitedHealthcare Select (EPO)< 65 plan.
