Duties

The purpose of this position is to plan, organize, and administer recreation activities and programs that promote the physical, creative, and social development of its participants. This position supports a major military program designed to enhance the morale and well-being of the military members and their dependents, and foster the increased retention of personnel in which the Coast Guard has invested resources through training and development.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignment includes:
  • Managing several types of facilities in support of Morale, Well-being and Recreational activities.
  • Providing on-going supervision to staff.
  • Developing the budget for the health and recreation program; determining appropriate fees to charge for use of special facilities, planning for renovations, replacement of equipment, and additional services as appropriate.
  • Conducting meetings with activity managers to make assignments and to review and discuss operations, special projects, long-and short-range plans, and other management considerations.
  • Serving as a technical expert in Morale, Well-being and Recreation programs.
  • Conducting surveys, gathering statistics and making changes in programs to meet the needs of participants.
  • Establishing and maintaining communications to patrons that enhance the Morale, Well-being and Recreation programs.

    Basic Requirements

    Education

    Undergraduate and Graduate Education: Major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

    OR

    Experience

    Specialized Experience (for positions above GS-5): Experience that demonstrated the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include:

    -Planning, organizing, coordinating, supervising, or evaluating community, industrial, outdoor, institutional, or other recreational programs.
    -Planning, establishing, or evaluating a recreational curriculum for junior college or higher academic levels.
    -Instructing in the principles and techniques of recreational program planning and management.
    -Serving in a leadership role in the programs and activities of local, regional, and/or national recreational organizations.

    AND

    Minimum Qualifications

    GS-11

    Applicants must have one year of specialized experience equivalent to the GS-09 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular knowledge, skills, and ability to successfully perform the duties of this position and is typically in or related to this line work. Examples of specialized experience include effective financial management and budget execution in recreation programs. Proficient written skills applied in developing Performance Work Statements for service or maintenance contracts. Planning, organizing, coordinating, supervising and evaluating recreational programs and athletic activities. Oversight management and supervision of staff at multiple facilities; Auto Hobby Shop, Discount Entertainment ticket retail programs, swimming pool, gymnasium, outdoor athletic fields, and picnic ground areas.
    OR

    Ph.D. or equivalent doctoral degree; 3 years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    OR

    A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position and some graduate level education that provided the specific knowledge, skills, and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
