Duties The incumbent serves as Chief of the Procurement, Policy, and Oversight (PPO) Section, Contracting & Procurement Administration Branch, Contracting & Procurement Division (CPD), Surface Forces Logistics Center (SFLC). Serves as a technical expert on contract support for command special projects, administering quality assurance, warranties and contractor maintenance programs for the surface fleet, and any SFLC organizational element not assigned a procurement function. Maintains all contracting personnel training, certification, and background investigation certification records. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Coordinates with Chief, Contracting & Procurement Administration Branch and meets periodically with key SFLC Management and other CG officials to discuss and participate in the development plans for projects which have a procurement component. Serves as a subject matter expert on policy and regulatory issues that relate to the procurement of goods and services. Ensures all requirements of law, executive orders, regulations, and all other applicable procedures are met. Develops and manages the procurement compliance program. Conducts a complete and comprehensive review of acquisition documents prepared by procurement staff for compliance with procurement laws, regulations, policies, and procedures and to ensure the use of sound business and management practices. Through robust research, analyzes the latest market trends, commercial practices, and technological advances to apply innovation and efficiency to CG contracting. Answers questions of operating officials regarding procurement capabilities to support specific SFLC activities. The incumbent is a Senior Supervisory Contract Specialist who provides technical advice to the SFLC COCO on challenging, new developments in contracting/procurement initiatives related to the needs of the Coast Guard Surface Fleet. The incumbent supervises Senior Contract Specialists and program managers responsible for a variety of procurement and program related functions to include, but not limited to: GPC program management; FOIA, small business, training and development; data and metric oversight, CPARS, and contract file audits. The incumbent assists and makes recommendations to the Branch Chief, dCOCO and COCO to support important contracting programs impacting the Contracting and Procurement division; evaluates critical and complex initiatives; and executes necessary procurement and policy oversight. Works with CPD Operational Branch and Section Chiefs in the preparation of all procurement activity reports plus critical or sensitive documentation in response to congressional inquiries, Freedom of Information Act requests, case files on protests or appeals, potential fraud, mistakes in bid claims and terminations. Manages the responsible for the operation of the procurement function of the branch, including technical accuracy of the work, integration with other functions involving timing, scheduling, and changes in emphasis. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position. Key Requirements: Qualifications Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Directly related experience must have involved applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects Applying contracting principles, laws, regulations and procedures sufficient to plan, develop, implement, and maintain all aspects of one or more major systems contracts; applying knowledge of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation; formulating guidelines, implementing new developments, and providing policy interpretation; performing in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor anticipating problems and providing advice to project personnel on effective implementation and time frames required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1. Knowledge of contracting and acquisition principles, laws, statutes, Executive Orders, regulations and procedures. 2. Knowledge of cost/price analysis and contract types, methods, and techniques for complex supply and service contracts. 3. Knowledge of negotiation techniques to conduct contract negotiations. 4. Ability to communicate orally. NOTE: Education cannot be substituted for experience at this grade level. EDUCATION: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
