Duties

You will serve as a Transportation Assistant (OA) and be responsible for support to both civilian and military personnel with permanent change of duty station moves. The purpose of the position is to provide counsel and assistance and assure timely, economical and procedurally correct preparation of documents to authorize and process transportation services.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Serving as a shipment assistant and authority providing complete counseling service to effect the shipment of household goods, personal effects, mobile homes, boat/trailers, POV's (Privately owned vehicles), Do-It Yourself moves, freight rates, for DHS/DOD military, civilian and their dependents.
  • Interviewing applicants individually or in groups to determine the needs and develop the correct combination of entitlements.
  • Researching and analyzing documents and regulations to determine pre-shipment, shipment, and post-shipment needs and services.
  • Routing and booking shipments in the DPS/TOPS computer systems.
  • Preparing reports and relies to telephonic and written communications regarding shipping information on all inbound and outbound shipments, and tracer actions.
  • Consolidating, rearranging, modifying and retrieving records stored on DPS/TOPS.
  • Reviewing computerized monthly and quarterly NTS billings to ensure that all transactions during the period are reflected and accurately.
  • Managing Government Travel Debit Card program.

  • Qualifications

    Qualifications for GS-07: Applicants must have at least one year of specialized work experience equivalent to at least the GS-06 level in the Federal Service.

    Examples of specialized experience include:
    • Advise service members on HHG entitlements and policies outlined in the Joint Travel Regulations (JTR), including storage options, carrier liability, and prohibited items.
    • Determine and recommend movement methods (e.g., government-contracted, Personally Procured Move (PPM), or commuted rate) in compliance with DoD and Coast Guard policies.
    • Communicate regulatory requirements and procedures clearly, both orally and in writing, to ensure member understanding and compliance.
    • Verify and process official documentation for HHG shipments, ensuring adherence to policies and substantiating claims for reimbursement or damage.
    • Coordinate the transport of special items in accordance with federal and service-specific guidelines.
    • Manage shipment data through automated systems, ensuring accurate routing, booking, and retrieval in accordance with Coast Guard and DOD Transportation Regulations.
    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
