Duties

You will serve as a Management and Program Analyst (Pay and Compensation) for the Office of Military Personnel and Compensation Policy, under the Assistant Commandant for Military Personnel. You will serve as a Military Compensation Program Manager and advise and assist senior leadership on all matters relating to policy development for military compensation execution, financial management, interpretation of budgetary policy and authorization law as they related to all compensation program areas.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Providing authoritative technical leadership to promote and integrate Manpower, Workforce and Personnel factors into Coast Guard Programs.
  • Providing authoritative professional and administrative guidance and implementation of Manpower, Workforce and Personnel policy in program matters for the development, testing, fielding and sustainment of Coast Guard assets and systems throughout the Coast Guard.
  • Conducting front-end workforce manpower needs analyses of all surfaces, air and shore acquisition projects and developing strategies and procedures in meeting these needs.
  • Synthesizing input from disparate sources (Sponsors, Program Managers, Rating Force Master Chiefs, contractors).
  • Comprehensive knowledge of the range of Federal laws, policies, regulations, and precedents applicable to the administration of military pay and compensation programs. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Expert and comprehensive knowledge in the guiding the Military Pay and Compensation Division and the in-policy interpretation of Federal Laws, policies and regulations regarding Military Pay and Compensation Policy.

  • Qualifications

    To qualify at the GS-13 grade level, applicants must have one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience includes the following:
    • Managing pay and compensation policies and standards and solving problems of above average difficulty in pay and compensation policy determinations.
    • Analyzing Title 37 USC, military personnel policy, military pay and benefits, housing systems and statistical analysis sufficient to govern military allowance entitlement.
    • Considering laws and regulations governing military compensation and related manpower cost items such as Pay and Compensation/Housing allowance policy development, refinement of Military Housing Area (MHA) realignment policy, and establishment of BAH rates and their applicability to Active-Duty Military Members
    Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

    You qualify for the GS-14 grade level if you possess one year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
    • Providing expert guidance to the concepts, principles, practices, laws, and regulations of the agency and Federal pay and compensation programs in Military Pay and Compensation Division.
    • Planning guidance to prepare long-range and short-range for the pay and compensation program and expert knowledge of advanced pay and compensation policy principles.
    • Detailing knowledge of pay and compensation management of the organization's director.

    NOTE: Education cannot be substituted for experience at this grade level.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    If selection is made below the full performance level, the incumbent may be promoted up to the target grade without further competition, if all legal and regulatory requirements are met and when recommended by the supervisor. However, promotion to the full performance level is not guaranteed and is dependent on successful performance at the lower grade level(s).

    Education

    College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
