Description

Serves as legal counsel for the City, providing legal advice and expertise to the Mayor, all City Departments, Boards and Commissions, as prescribed by statute. Also serves as legal counsel for Bloomington Public Transportation Corporation.
Position will start in 2025

The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position.

Essential (primary)

Conducts legal research and prepares court cases and represents the City and its agencies, including Mayor, Boards, Commissions, and departments during various legal proceedings.

Drafts ordinances, resolutions, contracts, letters, pamphlets, handbooks, and legal documents, filing petitions and claims and recommending actions for policy-making boards and commissions.

Assists with directing and supervising Legal Department and performs duties of Corporation Counsel in his/her absence.

Answers legally related citizen inquiries and complaints about city-related matters, both orally and in writing; conducts legal research and makes recommendations regarding legal cases pending with the City.

Attends meetings and provides legal advice to various City Boards, Commissions, Departments, and City Officials, as required.

Maintains legal documents, including municipal code, and reviews contracts, bonds, specifications, agreements, and liens to assure legal compliance.

Represents City in labor-management arbitration hearings and litigates unemployment claims; advises Employee Services Department and all other City Departments in employment matters, including grievance adjustment under collective bargaining agreement, as necessary.

Assists in negotiating and drafting collective bargaining agreements, and in drafting and interpreting City personnel policies and procedures.

Attends various Board, and Commission meetings, represent City Administration at Common Council meetings, assisting with moderating and resolving problem, as needed.

Takes all reasonable steps to maintain a safe work environment.

Non-Essential (secondary)

Performs related duties as assigned.Minimum knowledge equivalent to a highly advanced study, Doctor of Jurisprudence (J.D.)

Minimum experience equivalent to more than five years.

Licensed attorney in the State of Indiana.

Knowledge of and ability to apply Indiana and federal laws, regulations, and rules to various specific circumstances that pertain to the City.

Ability to direct and supervise others and provide leadership for City officials, and effectively communicate with city, state, and federal representatives and general public during varied circumstances and situations.
DIFFICULTY OF WORK:

Applies broad scope of laws, rules, and regulations to devise unique approaches for dealing with unusual and/or unresolved problems. Errors in judgement of work are not immediately apparent through supervisory review and may result in substantial loss of time in other units, substantial loss of monies, and inconvenience to the public.

Normally observes routine hours and occasional evening meetings. However, the position is subject to infrequent situations where extended hours are necessary to address critical situations.

PERSONAL WORK RELATIONSHIPS:

Maintains frequent contact with Corporation Counsel, other department heads and employees, Mayor, Board of Works and other agencies, the members of the general public during varied circumstances providing policy recommendations and advice and seeking compliance with City codes.
