A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Small Business Self Employed Collection Operations, Field Collection The following are the duties of this position at the full working level. Collects delinquent tax and secures delinquent returns from taxpayers who have not resolved their obligations in response to prior correspondence or other contact. Determines actions necessary to bring taxpayers into full compliance. Takes enforced collection action where appropriate. The Revenue Officer may be assigned to lead special programs or projects. Conducts interviews with taxpayers (and/or their representatives) in different environments such as the business location, residence or office as part of the investigative process of collecting delinquent taxes and securing delinquent tax returns. Manages inventory of delinquency cases and completes required case actions in a timely manner. Counsels taxpayers on their tax filing, depositing and payment obligations, and provides guidance and service on a wide range of financial problems to assist the taxpayer in developing a plan of action to resolve all delinquencies. Cases assigned are the most complex and involve taxpayers with high income levels from diversified sources including substantial foreign income and assets. Taxpaying entities include high income individuals, corporations, partnerships, limited liability entities such as a Limited Liability Corporation, CharitableExempt Organizations and other entities where there is indication of the use of significant subterfuges to conceal income or assets such as foreign subsidiaries, interlocking directorates, dummy corporations, fraudulent transfers, nominee accounts, alter ego, abusive/sham trusts and entities, etc. Taxpayers at this level may have several hundred employees. Identifies and develops high-profile cases that have national compliance implications. Taxpayers at this level are usually representated by highly sophisticated tax attorneys and CPAs, and may wield considerable political influence or be highly visible in the community. The Revenue Officer at this level encounters the complete range of collection activities with most complex technical issues which require the application of new concepts and standards to resolve cases not susceptible to treatment for established colletion procedures or for which no procedures exist. Develops new and innovative techniques and procedures to resolve cases that are not susceptible to treatment by established collection procedures. Keeps abreast of emerging issues and applies the information as appropriate (for example, investment trends and tax avoidance transactions). Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience collecting delinquent Federal taxes and securing delinquent returns; Conducting investigations of alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecutions and civil penalties; Experience performing internal audits, administrative, or management duties directly related to the collection of Federal taxes; and furnishing taxpayer assistance and information to the general public or determine, re-determine, or advise of liability for Federal taxes where the applicant was required to apply a comprehensive knowledge of the Internal Revenue Code and related regulations and procedures pertaining to income, estate, gift, employment, or excise taxes.At this level, you must have experience with the Internal Revenue Code and related regulations and procedures pertaining to income, estate, gift, employment, or excise taxes; experience with a wide range of investigative or analytical techniques and methods; experience applying accounting practices and methods sufficient to analyze and evaluate financial statements/records (e.g., balance sheets, profit and loss statements, income statements, bank records, etc.) sufficient to locate distrainable assets, determine ability to pay, and trace and follow income streams; experience with tax and business laws, regulations, judicial processes, laws of evidence, revenue rulings, precedent decisions, etc.; experience meeting and dealing effectively with taxpayers and/or their representatives, who may be uncooperative or hostile; and to write clear and concise examination reports. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment .
