    Job Description

    PURPOSE AND SCOPE:

    The Executive Director, Financial Services serves as the Financial and Administrative Officer and Chief Ethics Officer for LSC-Online. This position provides leadership and oversight for all campus financial management, such as budgets, revenue, contracts, planning, and projections as applicable. Oversight encompasses administrative areas including, but not limited to, business services and business operations. The position reports to the campus President and serves as a member on the campus cabinet.

    ESSENTIAL JOB FUNCTIONS:
  • Responsible for the financial planning of LSC Online, including financial analysis on operation efficiency and effectiveness.
  • Projects income and expenditures, and analyzes and coordinates budget development within allocations, monitors and controls expenditures within guidelines established by LSC policies and limitations
  • Responsible for fiscal accountability for the programs, including final responsibility for all financial transactions, record keeping, report preparation, inventory control, and financial and payroll document control
  • Manages and provides leadership to the Business Office that include but are not limited to overseeing student accounts, cashiering, third party billing, collections, cash management, and customer service for all LSC students.
  • Serves as a liaison for Financial Operations to System Office Divisions assisting with best practices for budgets and financial planning
  • Ensures compliance with all applicable internal and external rules, regulations, guidelines contractual requirements, as well as with LSC policies and procedures
  • Serves as liaison between finance and a variety of system office divisions and serves as a member of various committees and councils as appropriate
  • Advises senior leadership regarding strategic initiatives and planning, and assists in the development, review, and recommendation of policies
  • Collaborates with Leadership to accomplish the financial priorities of LSC
  • Creates and maintains positive community interaction and partnerships, both internal and external
  • Serves as Chief Ethics Officer for campus and its centers; reviews all legal contracts; works collaboratively with the Office of General Counsel and campus department mangers on contracts.
  • Responsible for other reasonable, related duties as assigned

  • Advanced knowledge of business, finance, accounting, budget software/applications
  • Proven ability to effectively communicate with College and System faculty and staff and the general public including verbal, written, and electronic communiqués
  • Ability to oversee, plan, and implement major programs and services for the organization
  • Ability to work in a dynamic environment that requires incumbent to be sensitive to change and responsive to changing goals, priorities, and needs
  • Ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts
  • Ability to determine goals, policies, and desired outcomes for multiple units
  • Ability to m anage the budget within an assigned department and to determine allocation of budget among departments


  • PHYSICAL ABILITIES:

    The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

    WORK SCHEDULE AND CONDITIONS:
  • Equipme nt used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone, and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is perf ormed in a climate-controlled office with minimal exposure to safety hazards


  • REQUIRED QUALIFICATIONS:
  • Bachelor's degree and at least 7 years of related experience, or an equivalent combination of education and experience
  • Bachelor's degree in Accounting, Business, Finance, or a related field


  • PREFERRED QUALIFICATIONS:
  • Master's Degree
  • Experience working in higher education
  • Experience using PeopleSoft's Finance module


  • Salary

    Hiring salary range is: $103,314 - $118,812.

    Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education. Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.
