Develop and/or interpret guidance on /program planning, execution, and evaluation for compliance with IRS tax interest policies and regulations to ensure the accuracy of interest reported in the IRS Financial Statements. The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams, such as a cost/benefit analysis to identify material aspects of the IRS implementing a policy change. Independently studies highly complex and difficult interest related issues and problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills. Analyzes assigned program areas to ensure compliance with tax interest policy. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GRADE-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: Using IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned programs to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience with a wide range of conditions such as inconsistencies in computer computation; numerous computational errors from prior adjustments to tax, penalty and interest on multiple tax years; and multiple adjustments to compute complex interest calculations to resolve an extensive range of issues or problems. Experience using the principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. In addition to the above, you MUST have all of the following: Expert experience with applying the Tax Laws (e.g., 6601-6603, 6611, 6621, 6404, 7508) impacting the determination of interest and experience with interest rates and statutory limits for assessing tax, penalty and interest and methods for calculating interest. Experience with research of account data using computational tools including "ACT/DMI InterestNet" or COMPA. Experience interpreting Internal Revenue Code, Regulations, court decisions and Internal Revenue Manuals to develop interest related policy and procedures and/or to recommend resolution of the most complex interest calculation issues. SPECIALIZED EXPERIENCE GRADE 13: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience evaluating programs and policies to determine the impact of changes on program goals and experience with cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects. Experience with a wide range of conditions such as inconsistencies in computer computation; numerous computational errors from prior adjustments to tax, penalty and interest on multiple tax years; and multiple adjustments to compute complex interest calculations to resolve an extensive range of issues or problems; Experience using a wide range of analytical and evaluative methods in order to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication functions; Experience in oral communication to present plans and proposals including top-level managers and field employees land experience in written communication to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions.In addition to the above, you MUST have all of the following: Expert experience with applying the Tax Laws (e.g., 6601-6603, 6611, 6621, 6404, 7508) impacting the determination of interest and experience with interest rates and statutory limits for assessing tax, penalty and interest and methods for calculating interest. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-12 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
