Summary

This position is located in the Food and Drug Administration which and is located in the Office of Science (OS) , Division of Product Science. In the Lead Chemist Position the incumbent leads teams of chemists and other scientists in extensive research projects to fill knowledge gaps related to regulatory decisions and more.

Duties

The selectee will serve as a Lead Chemist. Typical work assignments include:
  • Making final decisions that may become Division policy and procedure.
  • Identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization.
  • Serving as a technical authority by providing chemistry and other scientific expertise related to the chemical aspects of public health issues related to tobacco.
  • Providing consultation and advice to the CTP leadership, scientists throughout FDA, the regulated industry, and public officials in
    areas of tobacco products as related to the chemistry discipline.
  • Serving as a senior regulatory reviewer in CTP/OS, with responsibility for analyzing and determining the adequacy of data and tests
    submitted by a manufacturer.

Qualifications

The position of Lead Chemist falls within the 1320 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 01/06/2025.

Basic Requirements
You possess degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR

You possess a combination of education and experience-- course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience, or additional education.

NOTE: Applicants must submit all relevant transcripts that demonstrate you possess the required education to meet the Basic Qualifications.

Specialized Experience:
GS-14: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Conducting chemistry studies concerning tobacco or other regulated products to determine the impact on public health;
  2. Writing comprehensive scientific reports on study findings to provide advice/recommendations for changes or improvements of scientific operations;
  3. Conducting research of public health products e.g. tobacco products) to assist with regulatory concerns/ issues; and
  4. Reviewing scientific data and/or scientific analysis to provide explanation or advice to stakeholders with varying levels of understanding.
The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
