Description

Duties
  • You will be responsible for the management of the programs for Missile Range Instrument Ships, Ocean Surveillance Ships, Oceanographic, Cable and Service Support Ships, and Harbor Tugs.
  • You will be responsible for insuring that customer requirements are met, maintaining readiness of all program assets, developing overall strategic planning, formulating program policy and long-term plans for resource development and utilization.
  • You will be responsible for You will be responsible for formulating program budgets and allocation of resources and acting as funds administrator.
  • You will be responsible for implementing policies and processes for CO vessels, conducting strategic planning, formulating program policy, and crafting long term plans for resource development and utilization.
  • You will be responsible for assisting in day-to-day program analysis activities of projects to accomplish the organizational mission.
  • You will be responsible for performing review and analysis of major programs of the organization and preparing evaluative material for use of management officials in program review and evaluation presentations.

  • You will be required to obtain and maintain a current valid United States driver’s license.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

GS-11

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience executing the roles and responsibilities of a Contracting Officer's Representative (COR) in performing oversight of contract performance.
  • Experience applying commercial vessel practices to include USCG regulatory and ABS class requirements and how they affect the readiness of sea going vessels.
  • Experience implementing leadership and management positions guiding program personnel, contractors, and other government stakeholders to mission success.
  • Experience analyzing ship readiness, ship manning, and supplies and spares status and identifying gaps and recommendations to improve deficiencies to promote mission readiness
  • Experience coordinating with DoD organizations and stakeholder organizations on matters relating to operations, mission support and employment.

GS-09

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget.
  • Experience executing the roles and responsibilities of a Contracting Officer's Representative (COR) in performing oversight of contract performance.
  • Experience managing day-to-day activities of projects to accomplish missions, perform reviews and analysis of programs, prepare evaluative material for management use.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
