Duties

The Border Health System Administrator resides within the Office of the Chief Medical Officer (OCMO) and is responsible for overseeing and managing health-related initiatives at the intersection of border security and public health.

This position starts at a salary of $167,603.00 (GS-15, Step 1) to $195,200.00 (GS-15, Step 10).

While serving as the Border Health System Administrator, your duties may include:
  • Developing programs that involve the diagnosis, treatment, and care of patients and migrants in border facilities;
  • Developing and implementing comprehensive health strategies to address the unique challenges and needs of individuals within the border context;
  • Developing, managing, and maintaining oversight for the fiscal integrity of the budgetary and other resources allocated to OCMO;
  • Providing support to the Chief Medical Officer and Deputy Chief Medical Officer, as appropriate;
  • Representing CBP in interagency collaborations, working groups, and forums related to border health and medical services; and
  • Ensuring an effective program is in place to identify training needs and developmental opportunities of subordinate staff.

Qualifications

Basic Requirements. To be considered for the position, you must meet the following qualification requirements:

Supervisory Medical and Health Specialist (0601):
  • Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
OR

Physician Assistant (0603):
  • Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant(external link) (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
  • Successful completion of the National Commission on Certification of Physician Assistants(external link) (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education(external link) (CME) and re-certification.
AND
  • Licensure: applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
OR

Nurse (0610)
  • Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
  • Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
AND
  • Nurse Licensure/Registration: For all grade levels and positions, applicants must have passed the National Council Licensure Examination . In addition, you must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience (0601, 0603, 0610): You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Planning, organizing, directing, coordinating, and controlling medical, administrative, and support operations;
  • Keeping abreast of any changes, current trends, and innovation in health care and technology and advising senior management of changes and requirements for implementation;
  • Managing the full range of administrative services including finance, acquisition, contract oversight and management, environment of care, etc. and the full range of clinical services;
  • Performing supervisory duties such as setting priorities, assigning work, establishing and communicating performance requirements; and providing advice and guidance on administrative and technical issues that arise.

The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.
