Duties The primary purpose of this position is: to serve as Air Force lead agent for the National Search and Rescue Satellite Aided tracking program (SARSAT) and First Air Force (Air Forces Northern) command level senior program manager with responsibility for analyzing, developing, organizing, coordination, and executing SAR system upgrades and interfaces between the national program and the operational rescue community. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes expert knowledge of SAR operations, plus a thorough understanding the interrelationship involved in the SARSAT program including comprehensive knowledge of the range of international, national policies, regulations, and precedents applicable to the administration of the SARSAT program. in depth knowledge of agency program goal and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments in order to serve as AF lead agent. Command project officer, and subject matter expert for all matters related to SARSAT evolution, upgrades, interaction and operations; Expert knowledge of relationships with other programs and key administrative support functions within the JPRC, AFR.CC, NOAA, USCG, and NASA is critical to Conducting effective, national level rescue operations in direct support of exercises, contingencies operations, and other vital national objectives. This may include evaluating the content of new or modified legislation for projected impact upon the agency's programs or resources; Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, guidelines and processes, and thorough knowledge of the command's facilities planning, acquisition, and management process to prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Develops resource (staffing and funding) guidance for rescue center activities, and performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
