Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Electronic Grant Management System Program Manager. Under direction, this position will review and monitor unit operations to ensure the operational and administrative goals and activities of the Department of Children and Family Services Grant Accountability Unit are aligned with the state regulated Grant Accountability and Transparency Act (GATA) requirements. The position will implement policies and procedures related to GATA on a statewide basis and manage, coordinate, and oversee the Department's use of the Electronic Grant Management System (eGMS), GATA Implementation website, and GATA Training Portal. In addition, this position will configure pre- and post-award functionality within eGMS, including grant applications, application review criteria, performance reports, award agreements, and modifications. Essential Functions

  • Serves as Electronic Grant Management System Program Manager.
  • Configures pre- and post-award functionality within eGMS, including grant applications, application review criteria, performance reports, award agreements, and modifications.
  • Conducts regular monitoring to ensure pre-qualification compliance and internal controls questionnaires of current providers and prospective applicants.
  • Provides technical assistance to internal staff and external applicants and grantees.
  • Provides assistance to the Department in federal compliance activities by developing information and identifying problematic issues.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires one year of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers 1 year of professional experience utilizing an electronic grant management system.
  • Prefers 1 year of experience exercising thorough knowledge of grant management operations, processes, and procedures in a public or private organization.
  • Prefers 2 years of professional experience performing research and analysis in a public or business organization.
  • Prefers 2 years of experience serving in a liaison capacity for a public or business organization.
  • Prefers 2 years of experience in an office setting utilizing strong computer skills.

Specialized Skills

  • Of the noted one year of experience, requires experience in the use of an electronic grant management system.
