Incumbent installs, maintains, calibrates, and repairs of process control equipment in the water/wastewater treatment plants, booster/lift stations, and distribution tanks for the City of Bloomington Utilities. The City is currently in the process of implementing a new salary structure. Depending on the progress of this implementation, the salary offered to the selected candidate may be higher than the amount currently posted. However, the candidate will not be offered a salary lower than the posted amount for this position. This job description is illustrative only and is not a comprehensive listing of all job functions performed. The following are essential duties for this position, performed with or without reasonable accommodation. Primary Install new equipment, wire and calibrate units according to electrical codes, schematics, and diagrams provided; troubleshoots and makes repairs to all existing equipment. Performs preventative and corrective maintenance of instrumentation of waste/water treatment plants, lift and booster stations, and related facilities. Calibrate measuring equipment such as flow, temperature, pH, chlorine, dissolved oxygen, and air pressure meters. Installs, maintains, repairs, and analyzes programmable logic controllers (PLC), computerized control devices, control and instrument loop programming, Human Machine Interface (HMI) and the Supervisory Control and Data Acquisition (SCADA) system. Performs general electrical and electronic work such as programming VFDs, troubleshooting motor control panels, and pulling wires. Diagnose malfunctions in a variety of electrical, electronic, SCADA, and instrumentation systems. Installs, diagnoses, and repairs booster/lift station control panels or RTU control panels as necessary when electricians need assistance. Performs necessary adjustments and calibrations of instrumentation by using prepared chemical standards, portable electronic meters, and related calibration equipment. Respond to emergency calls after normal working hours. Uses test equipment such as multi-meters, digital voltmeters, digital calibrators, digital logic probes, oscilloscopes, SWR meters, TDR analyzers, frequency measuring meters and other pertinent electrical and electronic measuring devices. Prepares necessary records and reports; prepares drawings, sketches, and schematics. Read and interpret electrical and process control drawings, plans, and specifications . Secondary Assists other COB departments (IT),CBU divisions and contractors with projects. Check with contractors when they are on site working with COB equipment. Performs related duties as assigned. High school diploma or equivalent certificate of competency, required. An associate degree in electronics, instrumentation, electrical technology, or a closely related field is preferred. An equivalent combination of education and experience may be considered. Three years of recent work experience in industrial instrumentation and control required. Knowledge of analog and digital theory, control systems, devices, terminology, and application, required. Valid driver license required, with valid Indiana Driver License within 120 days of hire. Difficulty of Work Mental skills: This position requires computational and analytical skills, good judgment, collaborative work style, strong personal initiative, and a desire for continual education. Physical: Performs duties indoors and out in varying weather conditions, confined space such as manholes or meter pits in awkward and/or cramped conditions. Exposed to excessive noise, dirt and disease associated with handling of wastewater. Safety precautions must be observed at all times to ensure personal safety and the safety of others. Incumbents need the physical ability to work in these varying environments. Sometimes this position may have to work at the computer for extended periods of time. Lifts parts, components, and equipment of light to heavy weight (up to 50lbs), and often works performing many functions in a prone, stooping, or crouched position, climbing up and down ladders to equipment. This position will drive short distances between the Service Center, each of the plants, lift, and booster stations. Special demands: This position may travel to training and conferences in other cities or states. Personal Work Relationships Incumbent maintains frequent verbal and written communication with department supervisors, subordinate personnel, independent contractors, Operations and Maintenance staff for the purpose of providing and explaining recommendations and developing project plans and procedures. Maintains frequent contact with the Maintenance Superintendent, reporting daily activities and progress on assigned work. Demonstrates flexibility as maintenance situations are often unpredictable and change quickly. |
