Job Description Summary:

Negotiates contracts and modifications in support of program unit and finance services team based on an assigned portfolio of awards. Participates in the development and fulfillment of contract requirements. Interprets contracts and organizes or processes correspondence with NAS sponsors. Acts as an administrative liaison between company and sponsor contracting administrators and specialists to support the implementation and fulfillment of contracts.

Job Description:

ESSENTIAL JOB DUTIES
  • Reviews and negotiates terms and conditions of contracts, grants, and cooperative agreements with government and private sponsors based on an assigned portfolio of a subset of awards.
  • Administers contracts in the assigned program unit(s), including no-cost extensions, supplemental funding requests, key personnel notifications, foreign travel requests, and waivers.
  • Advises program and finance staff on requests for proposals (RFP) and proposed contracts. Provides advice and guidance on cost estimates in support of proposals. Conducts post award management, including changes, approvals, problem resolution, and reporting.
  • Serves as a liaison between National Academies and government and private sponsors regarding the National Academies' institutional policies, procedures, and operations.
  • Provides approvals for consultant agreements, purchase requisitions, and subcontracts under existing prime contracts.
  • Responds to questions from program unit and program finance staff regarding Terms and Conditions, funding, and scope of work revisions.
  • Maintains contact with respective divisions and responsible staff officers of the National Academies to address problems or situations as appropriate and to ensure contract support. Interacts with supervisor on matters relating to day-to-day administration of contracts.
  • Has limited signature authority for contracts, grants and other agreements for all public and private sector awards

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities: Familiarity with Federal Acquisition Regulations (FAR), Office of Management and Budget (OMB) Uniform Guidance, Cost Accounting Standards, and the Uniform Commercial Code. Understanding of contractual issues and processes including rights in data, liability, termination, and order of precedence. Ability to solve problems of some variety and complexity. Ability to undertake tasks broad in nature, requiring ingenuity, and originality. Ability to serve as a resource to others in the resolution of problems and issues. Ability to operate independently, and exercise appreciable latitude for independent judgement, discretion, and action. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academies' departments through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of employees.

Minimum Education/Training Requirements: Bachelor's Degree in Business Administration or related field, or equivalent knowledge.

Minimum Experience: Three years of related professional experience.

Physical Capabilities: Ability to work at a computer for extended periods of time.

Required Licenses, Certification or Registration: None.

Supervisory Responsibilities/Controls: Reports to Contract Manager or Sr. Contract Manager. Sets objectives with supervisor.

Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.

Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $68,160 - $93,715. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.
