Job Description Summary:

Manages a variety of federal, private sector, state and local government contracts, grants (including cooperative agreements), and/or subawards in the Office of Contracts and Grants (OCG) within the Office of the Chief Financial Officer (OCFO). Has broad-based, full-cycle responsibility in a fast paced environment for multiple programs including proposal work, negotiations, contract award and administration of resultant agreements. Negotiates terms and conditions for program units in accordance with institutional and program requirements. Ensures organizational and program awareness of award requirements and coordinates fulfillment of administrative obligations. Provides interpretations of terms and conditions to staff and executive management. Acts as primary point of contact for client contracting personnel. May receive delegated signature authority. May be assigned supervisory responsibilities.

Job Description:

ESSENTIAL JOB DUTIES:

1. Reviews and negotiates terms and conditions of contracts, grants, and cooperative agreements with government and private sponsors. Provides required certifications, approvals, and documentation for contracts and contract modifications.

2. Administers an assigned portfolio which may include several hundred agreements, including items such as no-cost extensions, changes, supplemental funding requests, contractual notifications, approval requests, and waivers. Develops and issues reports on contractual data and trends related to portfolio. Issues guidance and interpretations to program and other institutional staff.

3. Advises program staff on interpretations of contract, grant, and private award requirements and proposal preparation. Identifies contractual and institutional risks arising from existing agreements, proposals and regulatory requirements and provides recommendations to program staff and executive management to mitigate such risks.

4. Professionally represents the institution to sponsors and clients. Acts as primary point of contact for client contracting/agreement officers and representatives. Serves as a liaison between the institution and government and private sponsor personnel regarding institutional positions, policies and procedures.

5. Maintains contractual files, agreements and related documents in accordance with regulatory requirements and institutional policy.

6. Develops and utilizes contract management tools, templates, methods, and processes required to support OCG operations.

7. Reviews Requests for Proposals/Assistance and facilitates proposal responses. Ensures proposals and applications for assistance conform to solicitation/announcement requirements and institutional policies and procedures.

8. Provides guidance to program and other OCFO staff on mandatory requirements for subaward agreements (including consultant agreements and subcontracts) under our existing prime awards.

9. Supervises, mentors, and provides career development to assigned staff.

JOB SPECIFICATIONS

Required Knowledge, Skills, and Abilities:
  • Knowledge of Federal Acquisition Regulations (FAR), Office of Management and Budget's (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (commonly called "Uniform Guidance"), cost accounting standards, and the Uniform Commercial Code (UCC).
  • Seasoned negotiation skills with extensive knowledge of general corporate business practices and principals.
  • Understanding of contractual issues and processes including arbitration, termination for default, and order of precedence.
  • Knowledge of accounting standards, processes and procedures.
  • Must be skilled in analyzing contracts to ensure compliance with organizational policy, government specifications, and other requirements.
  • Must be able to negotiate terms and/or conditions with government bodies in support of proposal and application efforts of the institution.
  • Expertise in dealing with non-routine, and/or highly complex projects.
  • Ability to solve intellectual problems of substantial variety and complexity using originality and ingenuity.
  • Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers and employees in other National Academy of Sciences divisions, units and offices. Demonstrated ability to work independently, assess priorities, and manage a variety of activities across a broad spectrum with attention to detail.
  • Excellent communication skills with a proven ability to effectively interact with all levels of employees.


Minimum Education/Training Requirements: Bachelor's Degree in Business Administration or related field, or equivalent knowledge.

Minimum Experience: Eight years of related professional experience and four years of supervisory experience.

Physical Capabilities: Ability to work at a computer for extended periods of time.

Required Licenses, Certification or Registration: None.

Supervisory Responsibilities/Controls: Reports to Director or Sr. Contract Manager as assigned. General direction is provided. Supervises assigned staff.

Work Environment: Hybrid Office/Telecommute environment, expected onsite percentage 40%, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.

Compensation Range: The National Academies of Sciences, Engineering, and Medicine support equity, fairness, and transparency in our compensation programs. An estimated compensation range for this position is $97,240 - $151,935. Compensation offered to the selected candidate will be based on the candidate's relevant knowledge, skills, and work experience, commensurate with compensation of current employees in comparable positions with similar knowledge, skills, and work experience, and subject to budget parameters. Note it is not typical for a candidate to be hired at the higher end of the range.
