At present, the City of San José's Energy Department (SJCE) has one vacant Senior Public Information Representative position for which the City is recruiting to fill. In the event that this recruitment results in an internal promotion from the ranks of existing Public Information Representative Is or Public Information Representative IIs, the qualified candidate group identified through this process may also be used to fill the subsequent and future vacancy at the Public Information Representative I/II level. In addition, this recruitment may also be used to fill future Senior Public Information Representative vacancies if and when they become available. Assistant Marketing and Communications Manager (Senior Public Information Representative)

The Energy Department is seeking to fill one (1) full-time Assistant Marketing and Communications Manager (Senior Public Information Representative) who is an experienced and savvy senior communicator with strong strategic and tactical abilities. This position will report to the Marketing and Communications Manager and will help lead public information as part of the Account Services and Marketing and Communications team.

The successful candidate will demonstrate excellent writing and presentation skills and have substantial experience developing and executing effective communication plans using a wide range of approaches and tools. Collaboration is key for this position; the individual in this role will work with the public information team, internal partners, and external stakeholders to accomplish marketing goals and report on results. In addition, the Assistant Marketing and Communications Manager will have well-developed interpersonal skills to influence and guide a diverse team of people who may not directly report to them.

The ideal candidate will have at least 4 years of experience in public information, marketing, or public relations. Candidates with public sector, corporate, or energy industry experience are invited to apply.

Typical duties of this position may include, but are not limited to:
- Develop Marketing and Communications plans to support SJCE’s programs and customer experience, engaging full time staff and outside vendors
- Media relations support including writing talking points, press releases, op-eds, etc.
- Present, as needed, to internal and external stakeholders
- Create content for social media, web and various communication channels
- Assist with communication compliance with regulatory requirements, including customer notifications
- Contribute to City Council memos and presentations
- Supervise and coach a team of communication professionals
- Cheerleading San Jose’s commitment to environmental justice, and a healthier more sustainable world for all

Public Information Representative I/II (Future Opportunity)
The Energy Department is seeking a dynamic, creative, and committed communications professional to help the department best serve San José’s rich cultural diversity. The Public Information Representative will demonstrate excellent writing and speaking skills; experience in project planning and management, analytics, community outreach, graphic design, video production, and social media; possess a positive can-do attitude, initiative, curiosity and cultural awareness, with experience in serving a diverse community; be able to multitask; and have outstanding interpersonal and customer service skills. Being passionate about environmental issues like climate change and having awareness or curiosity in energy topics is a plus.

This position will report to the Public Information Manager and will be part of a communications team that will develop educational resources, communications/media strategies, and marketing efforts for the Energy Department.

Typical duties and results may include:

- Conceptualize and produce engaging social media posts for various platforms and analyze their performance

- Plan, implement, and evaluate communications and outreach campaigns promoting new energy programs (e.g., energy efficiency and demand response), bill assistance programs, and other programs for a variety of audiences, including diverse and hard to reach audiences

- Prepare written and visual communications including: email campaigns, PowerPoint presentations, customer-facing printed collateral, Council memos, press releases, website articles, videos, advertisements, etc.

- Work with community-based organizations and consultants to implement effective communications

- Use website content management systems to update and create new pages

- Research new and innovative communications techniques

Salary Information:
Senior Public Information Representative is $120,010.80-146,196.96.
Public Information Representative II is $89,347.44-108,588.48.
Public Information Representative I is $80,960.88-98,520.24.

These ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual pay shall be determined by the candidates' qualifications and experience.
