The Energy Department is currently seeking to fill one full-time Senior Power Resources Specialist vacancy.

Salary range for this classification is: $135,211.44 - $165,634.56


This range include an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidate’s qualifications and experience. Bargaining Unit: City Association of Management Personnel (CAMP).

The Programs Team is responsible for designing and implementing customer programs for SJCE that fall under six areas: vehicle electrification, building electrification, distributed energy resources, energy efficiency, program-specific rates, and resiliency. The Programs Team is currently implementing 12 programs and pilots with annual budgets totaling more than $8 million. SJCE’s programs largely focus on driving equitable access to clean energy technologies and improving affordability.

Transportation accounts for about half of San Jose’s greenhouse gas emissions. The City Council-approved Pathway to Carbon Neutrality includes an ambitious goal of ensuring 79-88% of passenger vehicles are electric by 2030. SJCE has additional goals in the vehicle electrification space:

Managing the additional electric demand from charging to reduce greenhouse gas emissions and improve resiliency
Helping ensure equitable electric vehicle (EV) adoption and access to charging infrastructure
Reporting to the Senior Environmental Program Manager, the Senior Power Resources Specialist will serve as the Senior Decarbonizations Programs Specialist -Transportation Electrification, to oversee and expand SJCE’s vehicle electrification programs. The Senior Decarbonizations Programs Specialist - Transportation Electrification will help coordinate SJCE programming with the City’s Departments of Transportation and Public Works to support internal and external vehicle electrification and the installation of charging infrastructure. This position will take over the implementation of SJCE’s existing vehicle electrification programs:

A direct current fast charging hubs pilot program;
San José’s investment in the California Electric Vehicle Charging Infrastructure Project, a public charging infrastructure program;
Development of a fleet electrification master plan for the City of San Jose in partnership with other City departments;
A residential super off-peak charging rate pilot;
A telematics-based managed charging program;
EV education, including completing development of an online shopping tool and charging webpage;
Applications for various federal and state charging infrastructure grants.
The position will also be instrumental in coordinating applications for state and federal charging infrastructure grant opportunities and implementing resulting programs if awarded. The Senior Decarbonization Programs Specialist - Transportation Electrification will play a key role in identifying, designing, and implementing future vehicle electrification program offerings. SJCE hopes to launch an EV purchase incentive and/or interest rate buydown for low-income customers, an EV charging charge card pilot, workplace charging program, and/or e-bike rebate program in Fiscal Year 2025-2026.

The ideal candidates will have experience designing, planning, implementing, and evaluating electrification, distributed energy resources, or energy efficiency programs for residential or commercial customer segments. Duties include the following, but are not limited to:


Manage the implementation of SJCE’s current vehicle electrification programs, including overseeing consultants, conducting solicitations, coordinating with staff in other City departments, working with SJCE’s Accounts team and marketing team to analyze uptake and performance of special charging rates and managed charging program, and working with the marketing team and community-based organizations on education and outreach campaigns to increase electric vehicle adoption among low-income households.
Inform future vehicle electrification programs by expanding partnerships with dealerships, third-party charging operators and financial institutions and conducting market research with the programs team’s data analytics lead, track electric vehicle adoption in San Jose across neighborhoods and demographics to identify target audiences for programs with the Equity and Community Engagement Programs Specialist and SJCE marketing team, conduct surveys, focus groups, and interviews to understand barriers to electric transportation adoption and understand community needs, help track federal, state, and local funding opportunities that align with SJCE’s near-term and long-term programs, including the federal Inflation Reduction Act and Bipartisan Infrastructure Law.
Participate in advocacy for funding opportunities that arise through the California Public Utilities Commission and California Energy Commission.
Represent SJCE in working groups with other community choice aggregators and City departments.
Present to the City Council, Community Advisory Commission, and other stakeholder groups as needed.
Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims.
Other duties as assigned.

Minimum Qualifications
Education: A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience: Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Licenses: Valid California Driver’s License may be required.

Form 700 Requirement
This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.
