POSITION SUMMARY

Plans, manages and coordinates the delivery of rail transportation for assigned routes and the activities within the Rail Operations department. Administers Rail Operations programs and objectives to ensure that a high quality of rail transportation and customer service is rendered to the community. Ensures a safe working environment and safe rail transportation is provided.

PRIMARY RESPONSIBILITIES
  • Monitors and reviews the provision of rail route operations, by visiting various locations and meeting with various departments.
  • Oversees the safe operation of all passenger services on the route and safe working conditions for employees.
  • Develops plans for the restoration of service during emergencies as well as plans for alternate service during planned and unplanned service disruptions.
  • Collaborates with various departments such as Safety, Construction and Rail Maintenance to review and address operational concerns, construction projects, etc.
  • Attends weekly/monthly meetings with management and internal departments to discuss the status of projects and operations concerns.
  • Reviews and analyzes data provided by the Performance Management team regarding status of work force, equipment issues, service, etc.
  • Periodically visits route terminals, yards and supervision locations to ensure processes and procedures are being followed properly.
  • Implements transportation service goals, objectives, policies, procedures, and work plans.
  • Represents department in development of company-wide initiatives and projects.
  • Ensures that the appropriate rolling stock is available on a daily basis.
  • Monitors compliance of managers, supervisors and employees.
  • Oversees disciplinary hearings and discharges of bargained for employees. Issues discipline, reviews and provides recommendations for discharge for non-bargained for employees.
  • Ensures continued labor-management dialogue and working relations and determines direction of shared interest concerns.
  • Monitors personnel and absenteeism to ensure appropriate staffing level to meet scheduled runs.
  • Reviews and analyzes work force and equipment requirements from service requests for special events, maintenance, and construction projects, including extra trains and additional support as required. Collaborates with management staff to ensure construction/special event work orders are completed by Senior Managers and confirm that Administration Managers fulfill personnel requests.
  • Ensures all Rail Operations activities adhere to annual budget. Reviews reports to monitor and evaluate spending trends of department. Meets with management, route at-large and finance staff to make staffing and operational adjustments.
  • Represents the Authority, the division and department in external relations to community organizations and other transit properties.
  • Involved in employee morale, recognition and shared interest programs.
  • Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Develops and administers managerial performance, goals and evaluation procedures and process.
  • Performs related duties as assigned.

CHALLENGES
  • To maintain service during conditions involving staff shortages, construction, employee turnover, inclement weather and emergency situations, anticipating developments and planning for the future.
  • Increasing the level of customer service within the prescribed budget and motivating front-line employees to be ambassadors and salesmen of the company.
  • Maintaining superb transit service while the infrastructure is improved to "state of good repair" standards, including station modernization, track and signal renewal and rolling stock rehabilitation.
  • Improving the already excellent safety record while working with aging equipment and around numerous construction projects.
  • Developing teamwork in a diverse work force.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Bachelor's degree in Business Administration or a combination of education and experience relating to the position.
  • Five (5) years of increasingly responsible experience in transportation operations and/or rail vehicle maintenance or a related field that include three (3) years of supervisory or management level experience.
  • Must maintain current Rail Safety Training certification.
  • Must possess a valid Driver's License.

PHYSICAL REQUIREMENTS
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Intermediate knowledge of administration and management principles.
  • Advanced knowledge of rail transit operations preferred.
  • Advanced knowledge of policies, procedures, or strategies to promote effective local public safety.
  • Advanced knowledge of principles and processes for providing customer and personal service.
  • Advanced skills in conflict resolution.
  • Intermediate computer skills, including experience with Microsoft Word and Excel.
  • Managerial skills necessary to plan, manage, and coordinate the diverse transportation and maintenance activities of route operations.
  • Strong organizational and management skills necessary to define, develop, and evaluate objectives, standards, and performance levels for route administration, vehicle operations, customer assistants, and light vehicle maintenance.
  • Analytical skills necessary for the identification and address of departmental problems, issues, concerns and potential solutions.

WORKING CONDITIONS
  • Ordinary workweek involves 60+ hours and it is normal to work 6 days a week in order to properly supervise work force, ensure the completion of assigned tasks on a timely basis and plan for special events.
  • On call 24/7 with company vehicle issued in order to monitor multiple field locations and to respond to major rail system emergencies.
  • Response plans require 12-hour shifts 7-days a week until the condition is declared over.
  • May be required to work energized 600 volt DC electrical current.
  • Subject to normal subway conditions such as noise, dust, moving vehicles, etc. when visiting field locations.
  • Must travel throughout CTA service area when monitoring the performance of assigned personnel.
  • Must be able to climb on/off trains and/or rolling stock in various weather conditions.
  • This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
