SALARY

$110,000 - $120,000

POSITION SUMMARY

Under direction, provides functional expertise in design, development, testing, and support of the Purchasing department's business requirements from the CTA Enterprise Resource Planning (ERP) systems, various standalone databases for customized and standard reports, and support of third party software interfaces.

PRIMARY RESPONSIBILITIES
  • Performs data management, system analysis, and business process analysis on the systems utilized by the Purchasing and Supply Chain department.
  • Works with Purchasing and/or Supply Chain management and staff, CTA's Technology department, consultants, or other agencies in evaluating user needs, modifying or implementing programming systems and subsystems, and researching, analyzing, and recommending process flows to improve system operations.
  • Identifies new Purchasing and/or Supply Chain (Inventory) report requirements to monitor and determine day-to-day business process needs.
  • Analyzes queries and output to verify accuracy and ensure data integrity.
  • Performs detailed data and process analysis to identify and assist in identifying and improving process inefficiencies.
  • Coordinates with Business Systems' leads to define, design, and develop efficient methods for data entry relating to Supply Chain (Inventory) and Purchasing.
  • Provide functional support in the identification and analysis of business needs, documentation of requirements, and translation of these elements into computer system requirement specifications and/or programs.
  • Performs analysis and testing of recommended solutions provided by Oracle.
  • Reviews and tests patches as needed.
  • Assists with enhancements for the Oracle Application modules for Purchasing and Supply Chain (Inventory), recommending process flows to improve system operations.
  • Works in partnership with other CTA ERP business leads, as well as the Technology department, technical developers, and functional consultants, in the testing and maintenance of current and future interfaces involving Purchasing and Supply Chain/Inventory data to and from the ERP system and various third party software systems or standalone databases.
  • Assists functional support business systems group in the identification and analysis of business needs, documentation of requirements, and translation of these elements into computer system requirement specifications and/or programs.
  • Delegate and oversee Procurement ERP or standalone database processes to Business Systems staff to support day-to-day business operations including:
  • Research, troubleshooting, and resolving functional issues within the various software systems.
  • Data configurations and data maintenance
  • Prepares and documents functional procedures, provides support in the development of training materials and programs relating to the use of applications and programs developed by the Business Systems Group.
  • Performs related duties as assigned.

  • Communicating the value of standardization of business practices and processes to provide better coordination among various computer systems, and to streamline users' day-to-day functions.
  • Communicating the value of data integrity and data entry requirements for accurate reporting.

EDUCATION/EXPERIENCE REQUIREMENTS
  • Bachelor's degree in Computer Science, Business Analysis, or a related field, plus five (5) years of experience working functionally with Purchasing and/or Inventory applications/modules, or an equivalent combination of training and experience.
  • Experience with query/reporting tools and programming language including Toad, MY/SQL, SQL, SQL*Plus, or Crystal is preferred.
  • Experience with project methodologies desired.

PHYSICAL REQUIREMENTS
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Detailed knowledge of integration points between the Purchasing, (Supply Chain) Inventory, Order Management, Payables, Projects, Grants, and General Ledger modules.
  • Detailed knowledge of supply chain and purchasing processes preferred.
  • Working knowledge of business analysis standards and processes.
  • Working knowledge of the tables, for report query development, in the Oracle Advanced Procurement, Inventory, and Order Management modules, desired.
  • Strong oral and written communication skills, specifically a proven ability to clearly and effectively communicate business and technical information.
  • Strong organization, analytical, and problem solving skills.
  • Intermediate to advanced PC skills in the Microsoft Office Professional Suite with an emphasis on Access and Excel.
  • Ability to maintain effective working relationships with management, staff, vendors and other agencies.
  • Ability to work effectively with a diverse group of stakeholders, to include senior management, project managers, and subject matter experts.
  • Ability to function as a member of a team dedicated to the support, maintenance, and improvement of day-to-day software operations for Purchasing and Supply Chain.
  • Ability to work well in a self-directed environment.

WORKING CONDITIONS
  • General office environment.
  • May be required to travel to CTA remote sites and vendor locations.

  • Standard office equipment.
  • Personal computer and related software including but not limited to Oracle Applications, Microsoft Office Suite 2003/XP/2010, Internet Explorer, VISIO, Microsoft Projects 2000, SQL Server, Visual Basic, DataLoad, Toad, Noetix, OPTIO, Microsoft SharePoint 2010/2013, SnagIt, Adobe Acrobat X Pro, etc.
  • Computer hardware and peripherals such as PCs, printers, scanners, laptops, CD writers.
  • Published or online hardware and software reference and training materials.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
