Summary
In this position, you will serve as a Supervisory Emergency Management Specialist (Recovery) located in FEMA Region 9 in the Recovery Division, Individual Assistance Branch. The ideal candidate for this position will have extensive knowledge of emergency management, directives, policies, regulations, procedures, and methods; ability to implement community disaster relief programs and mass care services; and also have knowledge of FEMA's Individual Assistance Program.

Duties
What will I do in this position if hired?

In this position, you will serve as a Supervisory Emergency Management Specialist within the Individual Assistance Branch in Oakland, CA. Typical assignments include:
  • Overseeing staff who perform substantive mission-oriented work in a FEMA region and serving as a senior level advisor to regional recovery staff and leadership concerning policy issues dealing with assisting individuals and/or communities by providing disaster support and delivering disaster assistance.
  • Supporting emergency recovery activities focused on Individual Assistance Programs to ensure the timely provision of life-sustaining services and resources to evacuees and disaster survivors. Executing the most complex and unprecedented aspects of Individual Assistance programs and coordination with stakeholders in advance of Joint Field Office (JFO) operations, during JFO operations in cooperation with designated Federal Coordinating Officers, and during post-JFO operations including closeout functions.
  • Coordinating with other Federal agencies, FEMA regional staffs, and State government agencies to ensure the capability to continue essential functions during any event or incident. Developing and issuing recovery plans, procedures, and risk assessments with voluntary organization partners to fulfill requests in a timely and effective manner. Evaluating plans and guidance for compliance with established emergency management directives, overarching policies, and enabling legislation.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Requirements
Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.

To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
  • Monitoring disaster recovery operations with goals and deliverables; and,
  • Building partnerships with state and local governments and voluntary organizations; and,
  • Implementing disaster assistance programs with problem-solving and project management skills; and,
  • Monitoring workload and performance of subordinates or team members.
